Old border color, particularly with Blue. I loved the swirliness, the new blue border just looks so bland. On the other hand, I thought the white border is an improvement (alablaster border, with subtle hint of clouds in the text box).
I didn't like the silver border for the artifacts as well, but I could see how the old brown border wouldn't have worked for Mirrodin, Esper, and the artifacts in general nowadays, which tend to be more metallic in appearance. I think the silver artifact border is probably more appropriate now.
I guess Black is the only one that is not too different between the old and the new (barring the border layout, of course), that it has maintained the "black bubbly gooeyness".
Old border, but I'm likened to think if you had to choose a frame that currently exists and desired the functionality of the new borders the colorshifted borders are probably best.
I always buy old bordered versions of cards as long as it is not cost prohibitive to do so. I started after 8th came out so less than 5% of my cards are old bordered but I love looking through those. The fantasy really just seems to come alive on the old border.

So this question really got me thinking so I had to take out some cards to compare borders, and honestly new borders are just better for me, not saying all new borders are better because some old borders looks nicer, but I just prefer most new borders to the old borders and here's why.
White
So the first border I looked at was white's and first thing I noticed were that new bordered cards were incredibly brighter than old bordered cards, this may be because of age, but a lot of my cards are still in mint condition. So next I looked closer at the borders and if you look close at the old border's border you can actually see what looks like dragon scales scattered throughout the border, the new borders on the other hand sees to be as if a light is being flashed under the card and I can see gleams in multiple areas on the card
Overall though I prefer new here, mostly because while the old bordered is cool, it just doesn't feel like all of white's traits personified. It feels like it tries to get White's darker side to be shown more, rather than the good side of white, but honestly the good side of white is just more appealing.
Blue
Next is blue. Now here unlike with white both borders seem to be just as bright as each other. Now looking closer at the cards. Old border really gives off a mystical feel to it, like some sort of spell, while new border seems to hold some semblance to water more than an actual mystical feel.
Overall I have to go with old bordered for most cards here, though there are a few I feel that look better in new border, like most merfolk, just because of the watery feel I get from the border.
Black
Black has always been my favorite color in this game, so I've had a lot of experience using both borders, and you know what both of them are almost exactly the same. They both have this bubble thing going on except the new borders look brighter here, and give of gleams at time. The old border on the other hand just seems stale.
Here I prefer the new border to the old border 100%. They are so similar, but in my opinion the new border took the old border and made it better.
Red
Red is and interesting one as both borders seem completely different from each other. The old border seems to be just a cracked wall/floor, and while is nice on some cards on others it is very boring. The new borders on the other hand seem to be a magical fire type background and it fits really nice with red's theme.
So overall here I chose new border.
Green
Now onto my least favorite color. Old bordered green seems to not make up it's mind on how bright it wants it's borders to be where some are normal and other are very dark. Now I'm not sure what they were going for with the old borders but it seems a green pool of foliage. It works nicely with a lot of cards. New border on the other hand is easier to tell. On the bottom of the border it seems to be as if this is a closeup of some creature or a plant, which I find fits a lot of cards even better.
So here Green takes the cake
Artifacts
Old bordered artifacts give off a feel of rusted metal or stone, while new borders give off the feeling of scratched shiny metal.
Now honestly I feel the old border fits some cards while the new border fits other. For example a card like prophetic prism, the swords, or umezawa's jitte seems to fit perfect with the new border, because they have that newer type artifact look to their art. While on the other hand a card like crumbling colossus seems like it would fit better in old borders.
So this is a tie for me.
Multicolored
Oh gold cards, the old ones have a special place in my heart, but that doesn't excuse them for how much better the new borders are to them. When looking at the cards old bordered really makes me feel like the card is just a mass of liquid gold and that's it. For being multiple colors it's just so lifeless and not fantasy feeling at all. New borders on the other hand are just so much better because of the inner border showing the cards colors, the new multicolored cards actually feel like they are two colors, as well the gold feels more rustic going from light on the right to dark on the left, and it just feels more fantasy like.
So new borders win here for me all the way.
Lands
Now the final category lands. Honestly both land borders are fine to me they both give of that earthy feeling, so it's a tie here.
So overall I prefer new borders, not to say old borders are bad, it's just what I prefer. I do wonder though how much nostalgia plays into people's preferences of borders. Not saying nostalgia affects everyone, but it does play a role, I was almost inclined to prefer the old bordered gold, because I used to love using them so much, but I had to look past the borders flaws.
As well the new border is more practical it allows for better reading on the card particularly with white, but yeah.
