I am currently in the run up to a local PPTQ and can't decide between 2 modern decks. In the players meeting, we sit opposite our R1 opponents and have our decklists collected by the judge before the round starts.
What I would like to know is whether there is ant rule against me bringing 2 decks, each with a printed decklist, and making my choice on which to play based on my R1 opponent (as I am likely to know their deck in advance) and handing the appropriate decklist?
I hope we can avoid any discussions about the ethics of this move, or any related issues such as scouting, I just want to know if this is illegal or not. Many thanks!
In Constructed format tournaments at Competitive rules enforcement level, the decklist to be used in that tournament "must be submitted to a tournament official prior to the start of round 1," and as soon as that "decklist has been accepted by a Tournament Official it may not be altered" (M.T.R. 2.7).
I'm somewhat aware of these rulings. However, at UK PPTQs (I don't know if other countries do it differently) we have a player meeting, where we are seated opposite our Round 1 opponents, and this is when decklists are collected. I'm just wondering if possessing multiple decklists at this point (and turning in just one of them) as well as, if course, carrying the extra decks, is likely to affect me in any negative way.

Not that anyone would love my saying it, but you could probably do it so long as you kept the lists off the table until you sat down and saw your opponent. Keep deck A's list in your right pocket and B's in your left.
Nothing can stop you from doing that. Once you and your opponent are seated, you take out the chosen deck and decklist out of your backpack. Just make sure to hand out the correct sheet.

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
