If I have two replacement effects that are replacing the same event do I choose which effect happens?
For instance I have out Rest In Peace and am also enchanted with Wheel of Sun and Moon, and one of my creatures dies, do I pick which of those appies first, or is it in timestamp order?
If I have two replacement effects that are replacing the same event do I choose which effect happens?
That depends: Who (or whose object) does that event affect?
616. Interaction of Replacement and/or Prevention Effects
616.1. If two or more replacement and/or prevention effects are attempting to modify the way an event affects an object or player, the affected object’s controller (or its owner if it has no controller) or the affected player chooses one to apply, following the steps listed below. If two or more players have to make these choices at the same time, choices are made in APNAP order (see rule 101.4).
For instance I have out Rest In Peace and am also enchanted with Wheel of Sun and Moon, and one of my creatures dies, do I pick which of those appies first, or is it in timestamp order?
It's your creature that would be dying, so you decide.

Why bother with mere rulings when so many answers can be found in the Rules?
If there are multiple replacement effects to apply to a single event, the controller of the affected object chooses the order they apply in.
So if you want to keep the creature apply wheel of sun and moon first and as a creature is no longer going to the graveyard rest in peace will have nothing to apply to.
