If a spell incurred the instruction "All creatures get -4/-4 until end of turn", then that effect was only applied to creatures that actually existed at the time. Because Ghostway exiled all creatures you control, there are no creature permanents you control to get weakened. Creatures you gain control of later are not concerned with this spell.
If Path to Exile resolves without its target, it is removed from the Stack pre-emptively instead of doing something - it fizzles. When its target left the battlefield to go to exile, that object stopped existing in that same moment. No 'forwarding address' is left for concerned parties like your opponent's spell, so the ultimate fact is, Path to Exile's target does not exist. So Path fizzles.

Secon question. If my opponent cast a removel like path to exile and i flicker with deadeye navigator does it fixzel then?
