Will Solemnity prevent an opponent from executing the Devoted Druid + Vizier of Remedies combo? Due to Vizier, no counters are ever actually placed on anything. Does that allow the combo to proceed or does Solemnity forbid you from even attempting to place a -1/-1 counter on Devoted Druid?
Yes, Solemnity will stop the combo. Since Solemnity prevents the counters from being added to begin with, the replacement effect from Vizier never gets the chance to apply.
Yes. Since Solemnity makes paying the Druid's cost impossble in the first place, the Druid's controller cannot even begin to activate the ability, and the Vizier thus has nothing to replace.
