Can you use a planeswalker ability to bounce a permanent, then in response use an activated ability of the permanent you are bouncing before the planeswalker ability resolves?

Yes. A planeswalker's loyalty abilities are normal activated abilities (but with a timing restriction and restriction on the number of uses per turn) that use the stack and can be responded to.
Note, that the player activating an ability gets the first opportunity to respond to it. But in a tournament setting it is assumed that the player passes priority then unless explicitly stated otherwise, because that is by far the most common thing to happen and thus making that the default saves time.
A response will always resolve before the thing that was responded to. That's because the response goes on the stack on top of the other thing (or does resolve immediately if it doesn't use the stack).
With Aminatou, the permanent you targeted is exiled and then returned to the battlefield under your control, not returned to your hand.
Also, although the Witchclaw Talisman will be given to your opponent (as that is part of the ability’s resolution), Aminatou will still exile and return it. This is because it targets a permanent you *own*, not necessarily that you control.
