So the way I'm interpreting this is that Lurrus can cast:
Any CARD with CMC of 2 or less.
Any CARD with X in its mana cost, as long as the total mana spent stays under 2.
Any ABILITY that says it "casts" the card, with unlimited cost, as long as the CMC of the CARD itself is 2 or less.
--->The ability's cost could be completely or partially non-mana-related, like sacrificing something or tapping something.
--->The ability's cost could have an X, and you could pay as much as you want for the X because it's not part of the CMC of the CARD itself.

Mutate represents an alternative cost. To determine the total cost of a spell, start with the mana cost or alternative cost you’re paying (such as the alternative cost of mutate), add any cost increases, then apply any cost reductions. The converted mana cost of the spell remains unchanged, no matter what the total cost to cast it was and no matter whether an alternative cost was paid.
The condition for Lurrus's ability is "permanent spell with converted mana cost 2 or less". Alternative costs (such as mutate) or additional costs (such as kicker) are irrelevant for this condition. The converted cost of your Regal Leosaur spell is 2, so it qualifies.

Lurrus will not affect any abilities, even if those let you cast a spell as their effect. The ability will state what spell you can cast and from where, Lurrus does not change any of that, neither expanding nor limiting the ability's effect. Lurrus's own ability lets you cast a spell. If there's another effect that lets you cast a spell you could also cast with Lurrus, you have to choose, which ability's effect you are using.
