I had a question I was discussing with another player.
If I use Kenrith, the Returned King to bring memnarch back from the graveyard, can i use memnachs abilities before the other player has a chance to respond to memnarch coming back.
For example:
Kenrith brings Memnarch back from graveyeard > Memnarch uses his ability to change Maze of Ith to artifact > Memnach uses ability to steal Maze of Ith.
Is there anyway to stop Memnarch from stealing the maze of Ith?
Can i cast Heliods Intervention after Memnach is brought back before he uses the first ability?

In general, only if you own Memnarch and it's your turn (C.R. 117.3b).
Note, however, that Kenrith's last ability requires you to target a "creature card [in] a graveyard". Thus it will be known to all players what that target is before players can "respond" to that ability (see also this thread). For example, they can cast Surgical Extraction in response in an attempt to remove that card from the graveyard, so that it will be an illegal target for that ability. Likewise, players can cast instant spells or activate abilities in response to either of Memnarch's abilities, and the fact that they likewise require targets (a "permanent" or an "artifact", respectively) will inform those players on how to "respond".
Remember: An activated ability has no effect unless and until it resolves.

Yes, there are plenty of ways. Since Memnarch's second ability targets an "artifact", it will be known to all players what that artifact is, so that players can respond accordingly (e.g., to cast Essence Flux in an attempt to exile and return that artifact, rendering the artifact an illegal target).

It depends on whose turn it is. But even if Memnarch's first ability is activated here, you can still cast Heliod's Intervention in response to that ability, since it's an instant. However, removing Memnarch from the battlefield won't stop that ability from resolving (C.R. 113.7a; see also this thread).
Just for clarity, what could have been done in this situation.
Player 1 turn
--Uses Kenrith to play Memnarch from his graveyard
--Uses Memnarch to change Maze of Ith into an artifact
--Uses Memnarch to steal Maze of Ith
If player 2 had the mana to cast Heliods Intervention, could he have cast in any of those places to stop the stealing

The opponent can respond to activating Menarch’s first ability. At that time the maze isn’t an artifact so it can’t yet be stolen.
If menarch can be activated an arbitrary number of times then it can respond to intervention. You can let individual items on the stack resolve and then further respond; so if you can keep activating memnarch it can’t be stopped without something with split second.
