So, I've been told you can't add a card like Wand of Elements to a monored deck. I looked at the ruling and it states mana symbols in text, but not basic land types. Land types are their respective colors, but why are land types in costs different? Am I wrong, are they wrong, and yes, I'm aware Wand of Elements

The Oracle Text for Orcish Lumberjack has both the red and green mana symbols; that's the reason its color identity is red and green, not the "forest" word on the cost. You always go with the Oracle text over printed text.

Wand of the Elements has no color identity. You can run it on any Commander deck of any color. Whoever told you it can't go on a monored deck is wrong. You can even run it on deck that isn't red nor blue, for whatever good it would be on it.
The Commander variant's deck-building rules relating to land type apply only to cards with a basic land type (meaning a basic land type appears in their type line [C.R. 205.1, 205.3i]), not to any other cards even if the name of a basic land type appears in their text. Specifically, a "card with a basic land type may be included in a Commander deck only if each color of mana it could produce is included in the commander's color identity" (C.R. 903.5d). (For example, Temple Garden, which has the basic land types Forest and Plains, could produce G or W, so it can be included in a Commander deck only if its commander's color identity includes green and white [C.R. 305.6; see also C.R. 106.7].) As a special exception in the Brawl option, if "a player's commander has no colors in its color identity, that player's deck may contain any number of basic lands of one basic land type of their choice" (C.R. 903.12e).
