If I have both Gloom and eight-and-a-half-tails in play and an opponent tries to cast anything - lets just say lightning bolt - and I pay the one on eight-and-a-half-tails to turn the spell white does the lightning bolt now get countered if the player cannot or will not pay the extra 3 for gloom?
Or is the spell already cast and on stack and casts as normal?
Edit; I suppose with gloom in play, as errata'd it would take 4 mana to activate eight-and-a-half-tails ability, but the question remains - I suppose the question could just as easily involve blind seer + gloom + lightning bolt

I see nothing on either of your cards that would "counter" anything.

At the time the opponent determined the cost of the Lightning Bolt, it was red, and therefore not affected by Gloom. Afterwards, there is neither a reason nor an opportunity to pay an extra 3 for Gloom.
601.2f The player determines the total cost of the spell. Usually this is just the mana cost. Some spells have additional or alternative costs. Some effects may increase or reduce the cost to pay, or may provide other alternative costs. Costs may include paying mana, tapping permanents, sacrificing permanents, discarding cards, and so on. The total cost is the mana cost or alternative cost (as determined in rule 601.2b), plus all additional costs and cost increases, and minus all cost reductions. If multiple cost reductions apply, the player may apply them in any order. If the mana component of the total cost is reduced to nothing by cost reduction effects, it is considered to be 0. It can’t be reduced to less than 0. Once the total cost is determined, any effects that directly affect the total cost are applied. Thanks that's more or less what I was asking - If gloom would "see" the lightning bolt as white and force the 3 extra cost.

-Before they cast the spell, you just don't know what's coming.
-While they are in the process of casting the spell, the rules doesn't allow you to do anything. You can't turn it white, yet.
-Once the spell has been cast, turning it white doesn't matter: it's been paid and done. Too late for Gloom to tax it.
