If I were to play a legendary like Chandra, Heart of Fire and my opponent stole it with a card like Agent of Treachery and then I cast the same legendary that was stolen, would that fall under the legend rule, or no?
The legend rule applies only if the same player controls two or more legendary permanents with the same name (C.R. 704.5j). Thus, if you bring a legendary permanent named Chandra, Heart of Fire onto the battlefield under your control while another player controls another such permanent (and you don't already control another such permanent), the new Chandra will stick around without the legend rule necessarily kicking in.

The legend rule applies to all legendary permanents, not just legendary artifacts but also legendary creatures, legendary planeswalkers, legendary enchantments, and legendary lands (C.R. 704.5j). It doesn't apply to legendary spells or legendary cards not on the battlefield, although legendary instant and sorcery spells are subject to their own rule, namely that a player can't cast them unless they control a legendary creature or a legendary planeswalker (a legendary permanent that's merely an artifact, enchantment, or land won't suffice) (C.R. 205.4e).
However, the legend rule has nothing to do with the question of who controls Equipment or Auras attached to a creature if that creature changes controllers. In general, when a player gains control of a creature, they don't necessarily also gain control of any Equipment or Aura attached to it. This is because an Equipment's or Aura's "controller is separate from [that creature's] controller ...; the two need not be the same" (C.R. 301.5d, 303.4e). These rules work the same way regardless of whether any of those Auras or Equipment is legendary.
