I have a rules question about the card Reins of power. Ok, scenario is:- its an opponents turn, theyre attacking me with all the creatures they have, I play reins of power, we switch creatures, can they then still attack me with my own creatures seeing as its still the combat phase and they aren't affected by summoning sickness?

No. The declare attackers turn based action has already happened, and there will not be another one for this combat phase. You can only declare attackers during that turn based action.
