If you end the turn with Sundial of the Infinite while delayed triggered abilities (such as from Psychic Vortex) are on the stack, each of those abilities will be exiled and will not trigger again unless it specifies a duration (such as "for the rest of the game", which is not the case for Psychic Vortex, though) (C.R. 603.7b, 717.1b). Yes, it is. Doesn't change peteroupc's answer much, though, only that the Sundial has to be activated during or before each of your own end of turn steps every turn to avoid the trigger.
