As the title says. The scenario is a Hullbreacher and a notion thief in the battlefield at the same time and a player cast a wheel.
What does each player do? Does it depend on whose controlling each permanent?
I know at some point a player has to choose what replacement happens first, but honestly, this scenario is way above my mtg experience.

In this case, assuming each player is an opponent of each other player:
If you control Hullbreacher and Notion Thief, and an opponent would draw cards while Wheel of Fortune is resolving, instead that opponent chooses, for each card, whether you draw a card or create a Treasure token (C.R. 616.1). Since Wheel of Fortune has each player draw seven cards, that opponent can, for example, have you draw three more cards and create four Treasure tokens.
If Hullbreacher and Notion Thief, however, are controlled by different players while Wheel of Fortune is resolving, then the player controlling Hullbreacher will create as many Treasure tokens as cards that player's opponents would draw (and the opponents will draw no cards), and also, the opponent controlling Notion Thief would draw seven cards rather than the player controlling Hullbreacher, but instead the latter player will create that many Treasure tokens (C.R. 616.2). Thus, in this case in general, the player controlling Hullbreacher will draw no cards and create seven Treasure tokens for that player and seven for each of their opponents. Note that in this case, there are no choices involved.

I believe that the player(s) drawing cards from the wheel effect could choose to allow hullbreacher to initially replace their draws, allotting the hullbreacher’s controller to create treasures, or they could allow the notion thief to replace their draws (which would essentially double the tokens that the hullbreacher produces as its eventual replacement effect of the notion theif’s effect.)
