If I control a Twinning Staff and cast Twincast from the top of my library using Melek, Izzet Paragon to copy Counsel of the Soratami, I know I get a copy of Twincast from Melek plus an additional time because of the Staff.(Note: the Twincast was cast from the top using Melek. The target of the copy is Counsel. The wording was weird, I noticed)
My question is, when the original Twincast and the two copies resolve and all copy Counsel of the Soratami, does Twinning Staff copy the 3 Twincast copies of Counsel 3 additional times, producing 6 copies plus the original?
Yes; you copy Counsel of the Soratami twice each for both copies of Twincast, and twice again for the original Twincast, assuming you leave the targets unchanged for each copy of Twincast.
Note that in this scenario, you copy Counsel of the Soratami at three separate moments; it thus follows that with Twinning Staff, you copy that spell three more times than usual.
