Let's say I run Jadzi, Oracle of Arcavios // Journey to the Oracle in the 99 of an EDH / Commander deck with my Commander's Color Identity having access to both U and G. Before a game starts does the Modal Double-Faced Card have to be sleeved where the holo-stamp foil is showing or If I'm only wanting to cast a particular side of a Modal Double-Faced card that I can leave it in the sleeve without the holo-stamp foil showing? I already know that an official rule was established for Modal Double-Faced Commanders in the Command Zone but what about in the 99?
Like If I only wanted to cast Journey to the Oracle in a EDH / Commander deck running Simic colors then do I have to have Jadzi, Oracle of Arcavios as the face up card in the sleeve before a new game starts since it has the holo-stamp foil showing even though Jadzi, Oracle of Arcavios isn't my Commander or does she have to be my Commander in order to cast Journey to the Oracle? I know Score Entertainment's Dragon Ball Z Trading Card Game / Collectible Card Game had a similar function with "Sensei Deck Only" cards needing to return to Sensei Decks after getting mixed in with the owners' Life Deck.

Nothing in the comprehensive rules or the Magic: The Gathering Tournament Rules disallows inserting a sleeve on a double-faced card to show only the back face of that card, regardless of—
whether the card's front face has a hologram,
whether the card is a modal double-faced card, or
whether the card is a commander
(for sanctioned tournaments, review M.T.R. 3.10). Indeed, in sanctioned tournaments, card sleeves "with hologram patterns across some or all of the sleeve front or back are [generally] not allowed", but otherwise, if they "feature holograms ..., cards must be inserted into the sleeves so these [holograms] appear only on the faces of the cards" (M.T.R. 3.10) (note that those rules apply only to holograms on the sleeves themselves, not to holograms on the cards).
Note that under C.R. 711.3, "[p]layers must ensure that double-faced cards in hidden zones are indistinguishable from other cards in the same zone". This can be done in various ways, such as using substitute cards (including what were formerly known as checklist cards) or opaque sleeves. C.R. 711.3 applies—
whether the game is playing the Commander variant or not,
whether the double-faced card is modal or not, and
whether the double-faced card is a commander or not.
But besides rules that apply if you use substitute cards (C.R. 713), there are no special requirements in the comprehensive rules for representing the back face of double-faced cards in public zones, such as in the command zone or on the battlefield (C.R. 400.2). (Note that the library and hand are hidden zones, but the command zone is not [C.R. 400.2].)
Also one more question about Jadzi, Oracle of Arcavios. Her first ability says, "Discard a card: Return Jadzi, Oracle of Arcavios to its owner's hand." If she's in my graveyard or in exile then can I discard a card from my hand to return her back to my hand or does she only trigger her first ability If she's on the battlefield?

113.6. Abilities of an instant or sorcery spell usually function only while that object is on the stack. Abilities of all other objects usually function only while that object is on the battlefield. The exceptions are as follows:
113.6a Characteristic-defining abilities function everywhere, even outside the game. (See rule 604.3.)
113.6b An ability that states which zones it functions in functions only from those zones.
113.6c An object’s ability that allows a player to pay an alternative cost rather than its mana cost or otherwise modifies what that particular object costs to cast functions on the stack.
113.6d An object’s ability that restricts or modifies how that particular object can be played or cast functions in any zone from which it could be played or cast and also on the stack. An object’s ability that grants it another ability that restricts or modifies how that particular object can be played or cast functions only on the stack.
113.6e An object’s ability that restricts or modifies what zones that particular object can be played or cast from functions everywhere, even outside the game.
113.6f An object’s ability that states it can’t be countered functions on the stack.
113.6g An object’s ability that modifies how that particular object enters the battlefield functions as that object is entering the battlefield. See rule 614.12.
113.6h An object’s ability that states counters can’t be put on that object functions as that object is entering the battlefield in addition to functioning while that object is on the battlefield.
113.6i An object’s activated ability that has a cost that can’t be paid while the object is on the battlefield functions from any zone in which its cost can be paid.
113.6j A trigger condition that can’t trigger from the battlefield functions in all zones it can trigger from. Other trigger conditions of the same triggered ability may function in different zones.
Example: Absolver Thrull has the ability “When Absolver Thrull enters the battlefield or the creature it haunts dies, destroy target enchantment.” The first trigger condition functions from the battlefield and the second trigger condition functions from the exile zone. (See rule 702.55, “Haunt.”)
113.6k An ability whose cost or effect specifies that it moves the object it’s on out of a particular zone functions only in that zone, unless its trigger condition or a previous part of its cost or effect specifies that the object is put into that zone or, if the object is an Aura, that the object it enchants leaves the battlefield. The same is true if the effect of that ability creates a delayed triggered ability whose effect moves the object out of a particular zone.
Example: Reassembling Skeleton says “{1}{B}: Return Reassembling Skeleton from your graveyard to the battlefield tapped.” A player may activate this ability only if Reassembling Skeleton is in their graveyard.
113.6m An ability that modifies the rules for deck construction functions before the game begins. Such an ability modifies not just the Comprehensive Rules, but also the Magic: The Gathering Tournament Rules and any other documents that set the deck construction rules for a specific format. However, such an ability can’t affect the format legality of a card, including whether it’s banned or restricted.
