If I resolve Library of Leng, then resolve Recycle, my maximum hand size is two since Recycle's maximum hand size effect overrides Library's. When I need to discard in the cleanup step, is that discard considered an effect for Library of Leng's "If an effect would..." text?

Is the effect of a spell or ability causing you to discard a card? No, you're discarding a card due to a game rule. (Albeit, one modified by an effect, but it's still a turn-based action that is part of the clean-up step.)
