When I cast another spell, knowledge pool exiles the new spell and I'm able to select Cyclonic Rift to cast without paying its mana cost... how does overload work with this? Can I pay the overload cost, or is it paid for free? Do I even have the option to use overload?

Additionally, how does Knowledge pool interact with the legendary rule? If I have Knowledge pool and Teferi, mage of Zhalfir in play, can I cast another Teferi from my hand in order to gain access the the Knowledge pool spells without losing the Teferi already in play?

Casting a spell "without paying its mana cost" is considered an alternative cost. Overload is also an alternative cost. You can't pay for two alternative costs for the same spell, and casting from the Pool requires you to choose the "no mana cost" option. In short: you simply can't Overload that Cyclonic Rift.
The Legend Rule works when there are two (or more) of the same Legendary permanent on the battlefield. It will apply only after the spell has resolved, so you casting a Teferi from hand has no effect on your Teferi on the battlefield.

4/15/2013 If you are instructed to cast a spell with overload “without paying its mana cost,” you can't choose to pay its overload cost instead.
So no, you do not have the option to use overload.
2: Yes, the legendary rule only applies to cards that are in play, not on the stack, so this will work like you expect.
