I mean she knew where he was and it wasn't like the had a massive falling out though granted the writer thought Karn couldn't talk to Jhoira cause of Venser? I mean yeah Jace did it cause of Vraska he wanted to get in her pants but I think it was more about Jace looking awesome then trying to make Vraksa look cause Vraska really didn't do much in that fight. Besides complain about poor treatment that didn't happen while said Guildpact was in effect so not really Azor's Fault. I consider any system of government working for 10,000 Years a pretty good run. Since on Earth do we have one that is lasted a 1000 years? Maybe some religious institutions like the Catholic Church but actual governments not really. And that is course ignoring the hypocrisy of a Gatewatch member like Jace complaining about interfering with other planes and then leaving or someone not doing their job.

This. A "SJW female intern" wouldn't have the awkward young white guy (stereotype for nerds) save the sexy strong woman archetype while she does literally nothing in a way that makes her think he's awesome and totes want to planeswalk to the Bone zone.
And yeah, Azor forged a system of government that not only lasted for 10000 years, but delivered a level of human (or sapient) development unseen anywhere else in the multiverse save for Kaladesh, and without Kaladesh's aether fueling the boom, as well as no major wars. It was a fantastically successful experiment. Sure, it had flaws, but so does every society, and that level of success just damn. And we have to keep in mind, this isn't just an improvement over an already functioning society, at which point there could be colonialism aargument, it was a system put in place to fix a completely broken system and end a state of total war and incredible suffering, and made so that it's creator could leave and the people of the plane could use the system he set up to rule themselves. Even when it failed, it's impact was so strong that Ravnica continued to thrive, and there was even a backup plan. Even with Jace being absent, Ravnica remains one of the best places to live in the multiverse. And if it finally collapses, we know it will be due to Bolas screwing everything up. We see that, and we see the other plane which failed (with Bolas'intervention of course), and Ixalan where his goal wasn't to totally remake society but to get some folks to watch the doomsday device without using it.

Ixalan was to be ruled by whoever possessed the Immortal Sun, and I initially gifted it to a monastery in the east, in Torrezon. But they were not worthy, so I took it back, and gifted it to others. The Sun Empire was not worthy. The River Heralds, as evidenced by the awakening of Orazca, were not worthy. Only I am worthy, and so I must work further to perfect this system."
Out of these, it is only ever indicated that the River Heralds were ever discouraged from using the Immortal Sun (and that could simply be due to the Sun Empire using the sun against them). From all accounts including his own, Azor gave the different cultures on Ixalan the Immortal Sun so that they could rule the plane. The one account we have of him taking the sun away only occurs after Pedron defeated those of the monastery and had taken the sun (not after they'd used it). This would indicate that Azor only deems the River Heralds unworthy because somebody other than they had come to claim the sun.
