Doubtful, and not just because Meloku is a dude. The facial markings on the picture don't match any of the other legendary soratami we've seen. Even though the markings can move around, the pattern still doesn't match anyone else's.
Regardless, the events of Kamigawa happened thousands of years ago. It is the oldest block ever made as far as the timeline is concerned, so anyone we know of is long dead by now (unless they ascended thousands of years ago, I guess).

That might not apply. The mythological moonfolk upon which the Kamigawan moonfolk are based were closely associated with immortality and the East Asian conception of the elixir of immortality (Philosopher's Stone).

Thanks for the correction. I've always assumed that Legends predates the Ice Age, but apparently I was mistaken. When did we get firm dates for Kamigawa? I swear the last time I checked the timeline they were unknown.

We know that the events of Kamigawa block happened after the Great War on Ulgrotha, since the ringing of the Apocalypse Chime is what weakened the boundary between the mortal and spirit worlds. This puts the block at no earlier than 3510 AR according to the timeline, and Scott McGough dates the block at about 3750.
The Ice Age immediately followed the Sylex Blast, which was the origin point for Argivian Reckoning as a time measurement system. So Legends (at least cycle II due to its inclusion of the house of Umezawa) happened over three millennia after the start of the Ice Age.

Despite the sense this makes, I can imagine Wizards simply saying that they don't care that Moonfolk are rabbit people. It's easy enough to say that Moonfolk were the original inhabitants of the plane from time immemorial (which is why there were such strong traditions about the moon on Innistrad, even all the way back when Sorin wasn't a walker). They went extinct like the elves, but some of them got trapped in the Helvault over time and were released when Liliana destroyed it.
And this is admittedly a pretty nice twist. It ties up some of the backstory of Innistrad quite nicely. The only real argument you can produce against it is that they're rabbit-people and thus don't fit on the plane, which is a somewhat weak argument.

They're completely inconsistent with the Northern/Western European visual and linguistic style of Innistrad, too. And if you're arguing that "They could just not care" then most logic gets thrown out the window and discussion becomes pointless.

I just feel like there's not a lot of information at all on the history of this plane (which is probably related to the lack of novel). Why the heck is this place an mini-Grixis (in terms of evil levels)? I have a lingering suspicion that WotC will seek to answer this in AVR. Plus the whole extinct elves thing just seems like an obscure fact to create about a plane unless it serves some purpose.
In any case, I don't think that just because she's a moonfolk makes it a sure thing that she's a planeswalker (though it's extremely likely).
There is a slim chance that she isn't a planeswalker, but the likelihood of that is so small that I'm not going to bother speculating otherwise. If I'm wrong, then I'm wrong, but it seems like a waste of time to be entertaining possibilities that are so much less plausible in comparison.
If the topic were something more serious than a card game, then I wouldn't be so cavalier with this kind of thing. But it is a game after all; being so adamant about it is honestly pretty harmless.

My assumptions as well. Was just seeing what other thoughts were assuming this isn't too baseless. Honestly we don't have a "control" themed planeswalker yet and a Soratami would be perfect for it.
Wild speculation here, but it would make a teeny bit of sense if the probable Soratami walker was hanging around on Innistrad's moon. (Oh well, gotta wait until mid-April for the real full details...)
Why white, just out of curiosity? I can't see her being blue-red or green-blue, but is blue-black out of the question?
Eh, looking at the small piece of art we do have, the palette doesn't really seem indicative of UB. Though that's not exactly the hardest evidence, of course. Her appearance doesn't look like she's likely a practitioner of black magic, either, don't you think? White is a color with stronger ties to the sky, clouds, and the heavens than black, too.
This is operating at least partially on intuition, I'll admit. UB just doesn't *feel* right with the little bit of her that we've seen. WU does to me, though not quite as much as straight-up Blue.
Who could this far-left character be? What is the likelihood she is a 'walker as opposed to a Legend?
