I think you misunderstand. That variation of the Legendary rule actually turned your copies of Legend cards into narrow removal. Imagine if there was a Planeswalker version of Clone or Clone Legion that didn’t remove the Legendary subtype like Spark Double does.

When New Phyrexia was in Standard, it was a pretty common play to remove an opposing Elesh Norn by Phyrexian Metamorph. It was dumb, but hilarious.
I didn't realize the new Chandra's -7 ability, in addition to letting the owner play the top 7 cards of their library, hits you for 7 damage since that counts as "removing loyalty." Absolutely insane. So here is a Walker you can't realistically attack with creatures unless you want to eat face damage vs a deck who probably has you down to 10 or less hp before even casting her, AND has a "win the game" finale ability in case you try to go over her.
