I really don't think so; it's too close to Onslaught block for them to revisit a major theme.
True, but I think they may revist the idea of having fewer creature types. I think we'll see many, many common creature types, however I think we'll see more of a similarity in abilities rather than having a 'creature type matters' idea--which was Onslaught. I do believe it will be similar to onslaught, but as far as the major points and themes.....no.

Waiting patiently for MTGO Leagues to become a priority again. It's been 4 years .

Excited for M13 Limited? What do you think the format will look like? Head over to the limited forum and let us know what you think.
EDIT: Also...the 'Time' aspect of Blue is one of the things [i]mostly[i/] limited to blue, and it's those cards that are definitely one of the reasons Blue has been so ridiculously overpowered over the years. Name me a non-Blue-involved combo that gives you infinite turns? or similar effect? Doubt they'd stop the well-documented hosing of blue to design an entire block that would require extensive development of one of the most powerful/abusable aspects of that color.
You're looking at this from a very narrow perspective. You're quite right, blue needs to hang on to Time Warps and so forth, but not everything time related is blue. Think of Relentless Assault, which manipulates phases but isn't blue. There's still enough mechanics to make a phases/turns related block without robbing blue of important mechanics.
Guesswork: Where are you getting your ideas? I do not mean to sound rude, but the idea of removing/replacing basic lands is simply a bad one. The drawbacks of your idea would outweigh any benefit that it would provide. I think that some sort of land theme would be interesting, but definitely not in the way you suggested. Additionally, your ideas on Instants/Sorceries and Global Enchantments are totally unfounded and would basically do nothing to help the game in any way. The rules regarding those types of spells are relatively simple, effective, and do not need to be "fixed" right now.
As for other ideas, I do not think that Ravnica block will be based on themes from The Dark. That is simply too narrow of a set on which to base a whole block. WotC isn't just going through their list of past sets in chronological order and updating the themes. They are mixing new ideas with past ideas that they think are cool. The Dark doesn't really have that mass cool factor going for it.
I think that the idea of classes or jobs being important is the most logical one, based on the info we have so far. Even though there is no technical difference between a creature type like "goblin" and a class type like "wizard," there is a great deal of thematic difference. Creature types generally stay within the same color, while classes can easily span the colors. If someone says they are building an elf deck, don't you know what color it is without even asking? However, with Magic's relatively new "creature - type class" format, decks built around classes like warriors, wizards, etc. could be several colors or several combinations of colors. It could play out much differently than Onslaught's focus on mono-colored decks, while being significantly different than Invasion's extreme multicolor focus. Perhaps the majority of the cards would be mono-colored, but the contents of the entire set would encourage playing decks of two or more colors. I don't think 5-color would be a great focus because having every deck in the format contain all the colors would be just as boring as having every deck containing the same single color.
Game timing is really more of a subtheme rather than a metatheme. Perhaps it would be interesting to have a cycle or two of cards affecting the turn order, but more than that would be forced and overkill.
Finally, while I haven't been following Ravnica speculation, I do remember the first Ravnica picture WotC released and I recall that it had a Russian flare to it. If that is the case for the set, I have a feeling more info could be gleaned from a knowledge of Russian myth and history than from the name of the expansion.

Yeah, bring Banding back
Oh, wait, wasn't this that bad Mechanic which had one or two irrelevant positiv abilitys and a great relevant negativ (Enemy may block one of the band and all are blocked...).
Guildpact sounds cool for me, bah, but in German all Edition Names since Mirrodin (Mirrodin stayed the same) sucked...(I see it coming...''Guildpact'' will be ''Gildenpakt'' or ''Pakt der Gilden''. Urx.)
Well, Guildpact sounds for me like a pact between red and white, and that pact is over soon and they make themself ready to fight...just an idea, that would be cool (I also think the card art we already know from Ravnica, that red, humanlike thing on a great red Bird flying over a great army seems very red, not white to me...)
