The other card is laughable, it is very much the definition of 'win more'.
How so?
A very win-more card is one like Petrified Wood-Kin because it's only really good (considering it's seven mana) if you're already dealing a lot of damage.
If you have 3 or 4 elves out, getting another 3 or 4 creatures could potentially bring you from a bad board position to a good one. It's not so good if you only get 2 elves, it's a little substandard then. But 3 is decent, and 4 is pretty good. But any of those could be quite helpful, without simply making you "win more." You're definitely not already winning if you have 4 elves.
Obviously it's a win-more card if you have 8 or 10 elves out and go up to 16 or 20, or something like that. You're probably in a pretty good position if you have 8 elves already (unless you're both playing decks that build up giant hordes). But this card can get you to that great board position.
Not saying it's awesome or anything, it's just definitely not a win-more card, unless you think that Scatter the Seeds is also a win-more.
Something interesting to notice: There might very well be an uncommon sorcery token production cycle:
Summon the School and Elvish Promenade very much seem to be part of a cycle - each represents the tribe's way of fighting: Merfolk -> Tap Ability ; Elves -> Number of Elves in play matters"
It seems like there will be different ways to play elves: Get many of them and gain board advantage due to very powerful effects.
Or: Gain as much speed as you can by playing 4 x Llanowar Elves, 4 x Boreal Druid , getting enormoues threats like Wren's Run Packmaster out as early as possible.
I'm not sure if those ways play together nicely, so you'll probably have to decide, at least in constructed.
Immaculate Magistrate -- For more you get an additional +1/+0 and the boost is permanent, compared to Timberwatch Elf. Just for that, I think it's worth being a rare.
Elvish Promenade -- This could be part of a cycle of sorts that goes with Summon the School, but if this is the case, I was hoping that each card in the cycle was returnable. Hmm, I can definately settle with this one not being returnable though :D.
Elf decks are coming back big time, which is kind of frustrating for less conventional tribe players, like me. I'm sure there will be cards to help deal with it, so I won't stress too much.

uggh with all the goblin goodness the elves look rather unimpressive, ok so the rare is a great card possibly abusable but the sorcery is a little meh :/ what made beacon of creation good was due to he fact that it reallies on lands not creatures to pump out the 1/1s

The permanent timberwatch, way too much. That's way too good for just 4 mana and in an admitedly sweeper light environment. And in casual, I've seen timber watch become damn annoying.. making him permanent... ugh

Promenade- yummy! for 3G at sorcery speed you get an extra 1/1 elf for each elf you have in play(including tokens and non creature tribal elf cards). This card will see play in constructed if elves prove viable.
Wren's Run Vanquisher- in an elf deck this is a Watchwulf with deathtouch, without the W requirement and with no real drawback. Only great in a elf heavy deck but this is powerful enough to make an elf deck viable only needing a few more cards.
Hunter of Eyeblights- Okay in limited where it's a 3/3 in a viable tribe for 5 mana which will kill at least 1 creature for 3 mana and a tap. If counter using creatures are common it's value will go up but it's still too expensive and slow to see play outside of limited.
I'm surprised no one else is talking about a 3/3 for 2 that is easier to cast (color requirement-wise) than the popular watchwolf and maulers that have been seeing quite a bit of tournament play for a while now.
It does seem trickier to play than Watchwolf or SCM, since other Elves usually are too wimpy for your average aggro rush, they'd rather be giving you mana. Still, this card will rock in any deck that houses it.
Wren's Run guy and the Assassin are good. The black one is versatile since it doesn't care what kind of counter the creature has as long as it has 1. Nice. The rest are not that impressive since T2 is a slow, or slower, format than the previous elves. And why is Sheltering Ancient a bad card? It works great with this guy.
Immaculate Magistrate = HUNTER of Eyeblights = Combo
Hunter is mana intensive... but in a GB deck with mana acceleration - it deals with tarmogoyf, and if there is no opponent critter to target, hunter can be the target of the magistrate for the pump.

Oh WAW, i opened up the spoiler list after an hour, and out comes the elves ive been dreaming of! wrens run vanquisher FTW, with general garruk commanding the field. Vanquisher meet my Skyshroud elite (I wish they would bring out a functional reprint or equivalent of the elite)
This is gonna push my standard Elf-Run deck to FNM powerhouse status.
No it does not. This guy doesn't care about what type of counter the creature has. His second ability does not mention +1/+1 counter As long as there is a counter on it, any type, it will die by this guy.
Basically, think of counter as moles. You have any moles on your face? I don't care if they're +1/+1 moles, -1/-1 moles, age moles, time moles or charge moles. Eyebliiight!!! Die!!!!
I hadn't seen this mentioned yet, but the Hunter works with Spikes and Llanowar Reborn. It also hoses vanishing beasts (Chronozoa comes to mind.) I doubt he'll make ripples in constructed, but he seems like a fun card and much better than his Bounty Hunter predecessor.

the Vanquisher is insane..... 2cc 3/3 deathtouch with you revealing a Llanowar Elves? Too insane. Way too insane.
The Promenade is decent, as it doubles your army.

I don't like the other elves much, though. They're value is dependent on you already having a ton of other elves on the board.
