in my books, that makes it awesome. you guys can rant about cold, hard constructed viability and dies-to-X arguments all day long. i'll be beating face with this weenie and enjoying the hell out of it.
it's a straight-up fun card. the downside allows interactive exchanges between players. there's two-and-fro, quick harassment, trading, spellslinging - they may even waste a random beneficial spell of their own to waste your guy. it's interesting.

You must not have played much legacy. Only the very best cards see any play. Counterspell almost never sees play. Treetop village is another good example. There are a number of very solid cards that just aren't good enough for legacy.

Indeed. It is also a perfect example of how to do powerful, cheap blue creatures that don't necessarily care about killing your opponent as fast as possible.
M11 and Mirrodin Besieged showed us that a three-mana commitment is just too much for an Ophidian variant nowadays, even if it comes with a reasonable bonus. The sad fact is, said card will inevitably have to interact in the red zone and thus negate its purpose.
Dropping Ophidian's cost all the way to a 1/1 for a single mana, though, causes some interesting tensions to develop. When properly backed up with answers, such a card can allow blue to do what it's best at proactively rather than sit around trading while your mana develops. It may not kill an opponent quickly, it will run into trouble if your opponent manages to field a single creature and it certainly will have difficulties taking out a Planeswalker, hence drawing some balance into the mix.
A 2/2 skulker for one mana fails to fulfill these purposes, if only for the reason that blue's inherent board presence is too weak for it to sacrifice card advantage in order to go proactive. Once you're out of Mana Leaks to defend your early threat, chances are you won't have enough fuel to deal with whatever your opponent topdecks (especially in a format where a four-mana threat can easily win you the game single-handedly).
In the end, my point is that not every single early drop needs to have power greater than its mana cost in order to be impressive, and WoTC seems to have forgotten this. Adding a few creatures whose strength runes along a different axis than power/toughness ratios makes for a more interesting, and ultimately balanced, environment.
And said creatures do not always need to be green or white two drops; indeed, they can show up in every color.
I once farted during the final match for prizes at an FNM. It was a tense moment, everything was quiet, control vs control, I was about to mana leak, thought about it.. and farted. Then mana leaked.
