I agree, there is a ton of space between the ability and the flavor text, a needless amount of space, so I'm hoping there's another ability. Surely there must be a trigger ability for all 3 of the cards or something. Perhaps there is another sentence in the same ability stating: "If you control <throne card> or <crown card>, Scepter of Empires deals 2 damage to target player instead. If you control <all 3>, Scepter of Empires deals 3 damage to target player." Though that seems incredibly wordy and probably doesn't fit.
Maybe they're like the stations from Mirrodin rather than the swords - they don't reference each other but if you happen to have all 3 out they create an infinite chain.
I would say that this confirms one of two options:
1. They don't have any synergy, but just have comparable effects in power (1 damage, 1 card draw, 1 discard, or the like, with different costs)
2. They have a synergy that leads into a combo.
Option 2 seems far more likely to me, just because option 1 is reasonable, but they would know it'd piss us off if they dragged that out, because it is far less exciting and fun.
While it can't ping creatures, it's a massive upgrade to Rod of Ruin. Half a colorless Tim-on-a-stick for and no activation cost is nice.
I would say losing the ability to ping creatures makes it a downgrade even if it costs less. I would much rather have something that affects board position than something that just does damage. Telim Tor's Darts would never be a card I'd play (unless there was bloodthirst, a combo, or another factor involved).

Hey, just to throw out an idea- what if its a cycle where each artifact turns on 1 other, not needing all 3 to activate like urzatron. IE, crown needs rod, rod needs chair, chair needs crown.
Imagine the second half of this card as:

Artifact T: Scepter of Empires deals 1 damage to target player.
If you control a Throne of Empires, whenever an opponent is dealt damage, you may draw a card.
I just thought about something : maybe the ability isn't final? (...) Then, draw cards equal to the damage done to target player by artifacts sources you control.
Unfortunately this, as well as the Kaldra Set, remind me of the "Exodia" pieces from that damn Yu-Gi-Oh card game. When I first got into Magic years ago, the Kaldra set got printed around the same time Yu-Gi-Oh kids were running amuck at the LGS I frequented. And they shrieked like frenzied wildebeasts whenever some punk had an Exodia piece. I couldn't help but draw the correlations. It made me think of the similarities of the "Morph" ability to Yu-Gi-Oh's "face-down" cards. I know they're completely unrelated, but the memory haunts me still. Magic is superior in every possible way, but the damage is done. Artifact "sets" like these are exciting and cool, but not to me. Not to me...
