Those aren't castles. They're small structures floating. It really doesn't look much like Ravnica at all. It looks like it fits in very well with Liliana's art from the Innistrad teaser. I know that he is wearing Izzet clothing, but that doesn't mean that he is only going to be found in Ravnica.
Look at the art of Skirsdag Cultist. In the background, there are windows with the same type of architecture of the castle behind Ral. Outside the window, there is another close building very close by, which indicates a city. Liliana is in a castle with more similar architecture.
Now, Innistrad could possibly be Ravnica in the distant future or past, or possibly cursed by Bolas or Lily, but I believe that the art of Ral is on Innistrad, wherever that may be.
That Plains shows buildings on floating structures. Not identical to the ones on Ral's, but they show that such things do exist on that plane.
Ral's art shows nothing but buildings extending to the horizon, the hallmark of Ravnica's plane-wide city. The Eastern European architecture of Ravnica and the Northern European architecture of Innistrad have some similarities but they are not identical. Innistrad isn't covered in city; we've seen tall cathedral-like buildings and pointed roofs but only as isolated structures surrounded by smaller buildings, and grassy fields and forests. Such things don't exist on Ravnica. Maybe in the distant past, but if this block were set in the distant past Liliana could not possibly be there.
Ral may appear in Innistrad but the background of this particular illustration is Ravnica.
It's possible he's Izzet while not actually being on Ravnica. And judging by the blue and red clothing, his hair is decidedly white and slicked back, and the copper instrumentation he has all make him seem very much Izzet.
If he is Izzet, then Niv-Mizzet must be pissed that a mere human(?) has the spark and his oh so wonderful self doesnt....
Also everything about this card, from his posture and hand placement, to his smirk and the background just SCREAMS confidence. He KNOWS he's some kind of badass and he just doesn't care.
That's what RU is in a nutshell. Far more concerned with being impressive than with the lightening that nearly struck him. He built that device to protect himself, so it will obviously work just fine. How could his brilliance have produce anything but the finest machinery that has ever existed?
It could just be that Innistrad is being developed as a cross between innistrad and the plains and forests or dominaria. Thus giving us all the best part of Odyssey block (Flashback) and the best parts of Ravnica block. (Totally badass cities, art and themes.)

Planeswalkers do not need to match the setting of a block. See Elspeth, Tezzeret, and Venser in Mirrodin, Nicol Bolas in Conflux, the Lorwyn 5, etc.
And we have no idea if this guy will actually appear in Innistrad, or in the Innistrad block. Using him to speculate on Innistrad probably won't bear fruit.
I would love to have a UR planeswalker. Everyone is talking about the Ravnica setting, but I'm more interested in the Selesnya Signet on the top of the cannister on his back.

The gold-plated stuff looks awfully like a face mask hooked up to some device via hollow tubing. Dude ****ing breathes lightning.
lightning produces Ozone which is highly toxic at ground level, so it could be possible that he has to have an oxygen mask because he uses more lightning than Zeus, Thor and God combined.
Still though he's a planeswalker (probably) so he shouldn't have breathing problems anyway no matter the atmosphere.

Planeswalkers are mortal now. He has the same weaknesses as any other human mage. The only difference is he can naturally move between planes and survive the journey through the blind eternities.
Hopefully not. I like multicolor, but I played through Shadowmoor and Alara. Give it a break for another decade.
I haven't been exposed to many cards with multiple colors (mainly just Tezzeret so far), but the concept of cards with allied colors is one I find interesting (especially with lands that M11 and SoM provide).
Were cards/sets that were with enemy colors that bad?
Too much multicolor tends to burn people out for a while. Shadowmoor and Alara blocks both in a row was a lot to handle. I wouldn't expect to see another multicolor theme for another year or two at the soonest.

If they hung out all the time it wouldn't make much sense. Kinda requires an Apocalypse or a planet where everyone is forced to live next to each other.
Commissioning it for use in the Duels game, and reserving the option of using it again in the future, is reason enough I think.
I disagree, specifically because DotP is not a product with which Creative is significantly involved. When you have tie-in comics, novels, games with original storyline and worldbuilding, etc. Creative is inherently involved, inventing and shaping all the new storyline content -- in products like these, characters and planes and story elements might be invented solely for the individual plotline which never come back into play in the game, or only do so far later or in a tangential way.
DotP is different -- it's using just about entirely reused artwork, existing cards, characters taken directly from the cards, etc. Creative isn't going to be called in to concept and flesh out a new PW just for such a game, especially when we know that there'll be 3+ new ones in the card game to choose from within the upcoming year. Every PW that shows up in the game, just like Nissa in DotP 2009, is going to be one plucked directly from their work on the upcoming year of Magic.
I'm still pretty sure these characters have a bigger purpose than just being used in Duels and being possibly vaguely Future Sight style glimpses. They've been created for a reason. As planeswalkers, they're the faces of Magic. They're going to get used.

And Brady's statement there is an honest, business-oriented look at the realities of generating such content, while Doug's is the sort of don't-give-away-any-information answer people give to, well, avoid giving away any information. (Brady's also Doug's boss. You see the same dynamic in, say, things Aaron Forsythe says vs. Tom LaPille or other low-level developers -- Aaron is much more likely to simply spell out the reality of a situation since he has the authority to do so.)

I've actually seen a few pieces of art in screenshots that are exclusive to D12. Loading screens that show Jace confronting Tezzeret, for example. I don't have the actual game so I can't say to what extent the content inside is new or how much of it is just recycled. This new version of the game had a lot more attention devoted to it than the first one, that's certain, which is why it would be less surprising to me if resources were devoted to creating new art specifically for it.
