While I would love Ral to show up in either Dark Ascension or "Roll" (as its impossible for him to be in INN), the background of his image IS ravnica. There are similarities to some scenes on Innistrad, but the floating buildings are from Ravnica. Don't believe me? Look at the webcomics, specifcally "The Veil's Curse" when Garruk goes to Ravnica to find Jace.

Ral Zarek could be hangiong around on Innistrad as a spy for Jace who is based out of Ravnica
Just finished unlocking the third new deck this morning. The decks are Liliana, Ajani and Ral Zarek.
Each old deck has 4 new cards to add. Only played white to unlock those three decks, and the white cards at least are pretty ridonculous. Overall, vast improvement on the the original game from what I've seen so far.
On a sidenote, was the confirmation of only 2 walkers (mentioned above), for the entire innistrad block, or just for the first set? Just curious. Makes for sad pandas.
that's really cool that you looked through the image files and found that, I like the art, and he could be in Innistrad sure, but remember, that is still alot of really limited information, Ral could be nothing more then some important character in game only

His ultimate's a Time Walk...calling it right now.
The rules don't need to be revisioned for a card like this, thanks to this little Golden Rule.
"101.1. Whenever a card’s text directly contradicts these rules, the card takes precedence. The card
overrides only the rule that applies to that specific situation. The only exception is that a player can
concede the game at any time (see rule 104.3a)."
The part of that rule there that says "The card overrides only the rule that applies to that specific situation" I think limits Ral Zarek to ONLY override the "Only activate these abilities anytime you can play a sorcery" rule for Planeswalkers, but not necessarily the "once per turn" rule.
Though, they seem to have mashed those two "rules" into one single rule..
But, if I were to see this Planeswalker card, and saw that -1 ability, I wouldn't automatically think "Oh, I can play it as an instant, so that means I can also play it however many times I want!", I'd just think "Ok, I can play it as an instant, so if my opponent throws multiple things at me or a planeswalker I control, I need to choose wisely what it is I want to counter." After all, I'd still be thinking I could activate an ability of a planeswalker only once. Nothing's really given me reason NOT to.
I really just want to avoid making the text so freakin small. It's bad enough as it is.

@Niv-Mizzet possibility comment: Well, maybe him being known as Niv-Mizzet isn't necessary for what they have in store? And besides, if you were to go into hiding and changed your appearance, would you keep the same name?

If wizards decides to keep up this double sided card deal (perhaps at least just for the block), and either the next set does in fact revisit Ravnica, or simply Ral Zarek becomes a real card in the next set regardless of the plane, and he IS Niv, then perhaps we'll see Ral Zarek, Planeswalker, who flips over, revealing his true form to become Niv-Mizzet, Planeswalker

Ral Zarek does indeed have lightning in the image similar to Rooftop Storm. What relevance does this have to anything? The spoiler is out, Zarek is not in it. Done.
my doubts go to Ral being in INN, Rav 2 would be a better place for him. Though I would love to see an Izzet Guildmage's take on Innistrad Ghostbusting. It'd make me feel good...(couldn't avoid the reference)
...he made it? The Izzet do not have a monopoly on mad-scientist gear. "Mad alchemists/necromancers" are a major part of Innistrad's setting.
Contrast Ral, who has much shinier, sleeker, Izzet-worthy gear dealing in lightning, rather than geistflame.
I took a very close look at both rigs and I fully agree.
The geistflame rig is simply a back mounted tank leading to a gun style flame thrower. This could simply be a nod to how large of an element flame can be in horror movies (think angry mobs and how often they are torch wielding).
Contrast this with Ral's rig which is mounted not only on his back but also has a tank of some sort hanging from his side. His rig is attached not only to a wrist mounted unit on his right hand but is also linked into what appears to be a breathing mask similar to what fighter pilots use at high altitude.
In short Rage Thrower= damage
Ral's rig= breathing assistant (and probably other things)

With the enemy-colored Flashback costs we're seeing, I think that is a pretty strong hint we'll see him in this block. Ditto Kiora, actually.
Just like how the enemy M10 lands are a hint of a larger enemy colored theme to come in INN?

edit: I see this was already "confirmed" Maybe there will be some mix between Ravnica and Innistrad in the last set of this block, rather than a whole Ravnica block? I don't know, that's purely speculation. I haven't been keeping informed with this stuff.
I took MaRo saying that as him hinting at the Rav block coming. They needed the lands in standard with Rav without printing all ten lands in m13, but Rav needed this cycle of enemy dual lands in standard while it was, so they put them here, and maybe will reprint them in m14 or the block after the return to rav.
Because conservative bias is a far, far worse thing. Liberal bias doesn't, statistically speaking, make people stupid. Conservative bias (or at least Fox's version of it) does.
It looks like Ravnica to me beyond a doubt. And he looks like an Izzet.
I'm at a loss as to how that would fit into the Innistrad block, but I guess we'll see.
My bet is him in Dark Ascension and Kiora in "roll"
