This is definately an izzet walker. Lightning represents red fersure, and the tech is too advanced for any color but blue. The background is the famous floating city in ravinca home to the Izzet guild tribe before the clans were dispersed. IF i recall correctly I believe in an older book he was a higher up that fled. I also believe he knows Jace Beleren. Innistrad is also a prequel to Ravinca which makes this seem very good, and amazingly good find!

Recall that when garruk strongarmed her whereabouts from Jace she was already on a plane that is clearly stated to NOT be Ravnika which is where jace and garruk are having their chat. also ravnica is not horror themed and the vampires there are UB and the ones of innistrad are BR and there aren't werewolves on ravnica and the ghosts in ravnica are WB whereas the ghosts of innistrad are WU. So in other words you are wrong.

Vess wasn't in M12 because they wanted new planeswalker cards and development didn't like the black planeswalker that came from design. The whole process was explicitly and clearly described in the Garruk, Primal Hunter preview article by Tom LaPille.
DotP 2013 will be out by then. If this izzet walker is built-in now I'm pretty sure he will be used in the Innistrad block. The U/ will be welcomed since the other 3 walkers we know are in, all are in some part black.

So why do you think there would be an Izzet-themed walker depicted standing Ravnica in appearing in Innistrad and not, say, Ravnica?
If he had anything to do with the Izzet wouldn't he's name be associated with Niv Mizzet's name? Everyone in the guild had a name that was a nod to the Dragon Guild Founder's name.

Not literally. Some Izzet mage names were Quyzl and Zomaj Hauc.

The Innistrad pics we've seen include things like trees, cliffs, etc. Ral's art shows nothing but buildings extending into the distance, the defining feature of Ravnica. The two planes have extremely similar architecture (which irritates me more than a bit) but "completely covered in city" is plenty to distinguish the two, even if it happens to be stormy.

Not to mention the architecture in Innistrad is dark and Gothic and made of grey stone without floating buildings as far as we know, where-as in Ravnica it was Slavic, sandy and mostly made out of tan stone. Plus Ravnica didn't have much in vampires (very few hidden underground in Dimir), demons (Rakdos), and the zombies were mostly plant zombies.
I was absolutely in love with the artwork. So I decided to dig around in the files and see if I could extract it for use as wallpapers. I succeeded, but decided to poke around in the files a bit more. I found something quite interesting.
First, I saw a file in the "AI_PERSONALITIES" folder called "RAL.xml". The contents were this:

Naturally, I poked around in the folders it referenced, and I found these images for the in-game avatar:

I googled around, and can't find a trace of Ral anywhere. Are we possibly looking at a future expansion PW here? (Either DotP or INN?) Or maybe he's in the game I just haven't got to him yet? (I've only beat the regular campaign and revenge. Still haven't finished Archenemy.)

We have been practically told it won't happen. If (and this is an if so large it alters weather patterns) Sorin adds a color, it will likely be red. And even then, hedonism (which seems to be the main argument for) is still black. Self-indulgence is black.

If you are referring to the Tonitrumancer version of Ral there are many good reasons that is false. We know there are only 2 PW in INN and they're both versions of PW we have already seen according to MaRo. Lily and Garruk to be certain.
With Sorin in Dark Ascension and Vamps in BR it also wont be likely we'll get a Liliana in those colors.

That is pretty much how I envisioned Urza to look like when I first read the books...
Wow, looking back through some of the old Urza artwork, I can see a lot of similarities between the two now that you mention it. I doubt wizards is that clever, but it's almost like he's a reincarnation of Urza or something. Again, probably not - it's all blatant Izzet styles in many places. But boy, if you swap the pink colors for red when used in Urza art (like the newer Urza's Rage), it'd be easy to say "oh, it's an older version of Ral Zarek".
