The problem with your theory is that the neowalkers face the same ridiculous enemies that the oldwalkers did.
Let's look at the three most recent Bad Guys:
1. Phyrexia
2. The Eldrazi
3. Bolas
All 3 fought on at least even ground with oldwalkers in past storylines. The stories would have worked just fine (with some modifications) with oldwalkers instead of neowalkers.
They did the Mending so they could print walker cards outside Vanguard, not because of story issues.
The point about relatability still stands. When your storyline equivalent as a player is a godlike entity of pure mana, immortal and transcended beyond human comprehension, you have to end up either A) making a compelling story from the point of view that an audience can't actually relate to, or B) have your viewpoint characters be non-planeswalkers, which has the issue of putting your player equivalent on the sidelines.
Now the viewpoint characters can be both relatable to merely mortal human perspectives, and still put Magic's unique IP front and center. I'm not saying that the execution of this new plan has been perfect (it has not) but the reasons for the shift make perfect sense for improving how novels are done, in addition to allowing walkers to have a presence on cards.
What it looks like is Ravnica done up in the art style of Innistrad. (Speculated) Depictions of Innistrad so far show very low 'city'scapes, nothing of that height on a repeated scale. The floating islands also show up from the Ravnica lands - pretty much everything says that picture's in Ravnica. Doesn't mean he can't be in Innistrad - as has been said, the background on the planeswalker cards means zero in relation to the story.
All things considered, I hope he shows up in physical form as he looks like just the cocky fellow who I could appreciate in the stories and game.

Ral could be from Ravinica originally, but being a planeswalker he could be visiting Innistrad for who knows what.

I love seeing that walkers are going to stay a fairly blue part of the color pie. I'm enjoying them a lot, and that guy looks really fun.
Since no-one called this guy yet, just wow. Yeah, blue gets ALL the Planeswalkers! Can we get bannings on grounds of stupidity? This guy is right in line!

No question his looks is pure Izzet but i dont know if it makes a ton of sense to put him in if the soonest we would see a revisit to Rav for another block at least.. He could be from Ravnica and being a walker, time shifted to Inistrad keeping the look.

This guy looks totally badass, i can see where people see simularities to izzit with this guy but he reminds me of cunning sparkmage and just because he has what looks like lightning gadgets on him doesnt mean he will be blue at all. lightning is generally a red thing and he could be u/r but for all we know he could be randomly mono white (hopefully not)

His deck is UR. His clothes are identical to those of the Izzet. He's standing on top of a roof on Ravnica.
Looks like the art is setting him on Ravnica. Huge cities as the core identity for Ravnica and this guy being Izzet are my main reasons for believing this. Might be Innistrad, can't tell for sure, but the guy walks through planes anyways so who cares?
About the tattoo in his arm, if I recall correctly, the izzet didn't really pa much attention for the looks of their signets as they were always changing. The one thing that was kept was the reference to Niv-Mizzet so I don't think it is a reference to Ugin.
Also, I'm really hoping this guy is helping Niv hides himself in Innistrad.
What an amazing find! He looks very Izzet-esque, just with a darker, more serious tone to the art rather than the almost cartoonish tone we saw in Guidpact.

Definatly a izzet planeswalker. Maybe he doesn't have Izzet-like abilities like replicating, but I for one am looking forward to what he will do. Hopefully he plays nice with my Niv-Mizzet Commander like Nin.
That is actually quite predictable. Scars had UW and UB. Then, UG Merfolk Planeswalker was announced and now UR makes a lot sense to finish the cycle.

Because they'd definitely show him on a plane with the exact same unique qualities of Ravnica, while wearing Izzet clothing, and have him actually be on a coincidentally similar plane. That's certainly a theory worth considering, isn't it?
Him being on Ravnica implies nothing about Innistrad or any other future set, if that's what you're getting at. Planeswalkers can, naturally, planeswalk, and if he appears in the future Ravnica won't necessarily be appearing with him.

He uses a Blue and Red deck in DotP 2012. I'm not sure what more proof we need to say he is at the very least a Blue and Red color character.
