This is just so patently false. You should do your research into the format before saying stuff like that. Shocks never cost more than $150 to put into a deck, and that is on the very high end of one particular deck, and even then only if you pay for NM from SCG. You can get all the shocks you need for most Modern decks for under $100.
I do want them reprinted, but it has nothing to do with Modern.

Smelt makes sense to put out now, with artifacts being a likely non-factor following the rotation of Scars block. IDA block has few playable artifacts, and RTR block will likely be more of the same.

I can understand that argument, but I'm not sure if I agree. Most red spells are damage or creatures, and red mainly loots to get rid of lands they don't need. Blue tends to use looting for card quality, since they tend to need particular cards for particular situations (especially if they're 'encouraged' to use negate and essence scatter now), so it seems stronger in blue than red to me. People rarely complain about the card quality red gets, so I'd have to see it before I believe it. Once people complain about a 1R looter being too efficient, I'll change my opinion.
I just want red to receive less extreme cards. Most of their cards fall into three categories: good for handling early game (aggressive but small creatures or damage-based removal), pathetic middling cards like Hill Giants and Geyser Glider, or explosive cards with dramatic effects at unplayable costs. You only use red if you want to shore up your early game, because almost everything else it gets tends to suck :\
How odd. The Legendary subordinate cards are of different rarities and power levels. Nerafox, Krenko, Yeva get commons but the others get uncommons? I'm assuming each is a vertical cycle that we haven't seen the rest of yet (common, uncommon, legend).
I'm also seeing TONS of reference to basic land types. If we didn't have enough incentive to believe the dual lands were coming back before, we should now. I'm also noting Harbor Bandit. I'm thinking it's hinting at a cycle but I have no idea if that means we can expect at Loam Lion/Kird Ape reprint or a new, awesome card in their vein.

But then you need to factor in fetches (which every deck with shocks is running). After that you also have your fastlands every now and then, as well as things like 1-3 Filters in a lot of decks. **** adds up fast.

I remain unconvinced about the Phantasm. It'll take a bit of work to get to 10 cards in the graveyard. I'm eerily reminded of how sure people were that 20 cards in their own graveyard would be a piece of cake for Visions of Beyond, and they had fetch lands back then to work with, too.
