Pay 2 life, BB: Search your library for a noncreature permanent and put it onto the battlefield under your control. Sacrifice it at the beginning of your end step. Activate this ability as a sorcery and only once each turn.
I suggested that I would be fine with any permanent, but noncreature would probably be a little more balanced?
At the beginning of your upkeep, if an opponent has more cards than you in their hand, draw a card and each opponent discards a card. If you have more cards in your hand than an opponent, discard a card and you lose 1 life.
I am thinking maybe you smallpox yourself too. Not sure

Seems really strong even at such a restrictive cost. Being able to grab karn/nicol bolas every turn at will for 6 mana is kinda of absurd, even cards like omniscience need 1 turn to do crazy ****. i'm sure there are others.
It's a cool idea for a card tho.

Never done anything like mock up my own card. It's pretty fun! Here's what I submitted. Probably overpowered, but what the heck.
Necromancer's Avarice
At the beginning of your upkeep, you may return target creature card from your graveyard to the battlefield. You lose life equal to its casting cost. That creature becomes a black Zombie. When Necromancer's Avarice is put into a graveyard from the battlefield, return it to its owner's hand.
Creatures you control have deathtouch.
Whenever a creature an opponent controls dies as a result of combat, you may pay BBBB. If you do, put that creature onto the battlefield under your control with a +1/+1 counter on it. That creature is a black Zombie in addition to its other colors and types.
Ultimate Power for the Ultimate Price
As an additional cost to cast this, pay half your life rounded up.
Creatures you control get +5/-3 and have intimidate.
Confidant's Ways
At the beginning of your upkeep, reveal the top card of your library and put that card into your hand. You lose life equal to its converted mana cost.
I must be boring as opposed to most other people here. :/
"Whenever a non-token creature enters the battlefield under an opponents control, if it caused an ability to trigger, you may put a token that's a copy of that creature onto the battlefield under your control."
B's take on Torpor Orb (yes I'm one of those commander players clamouring for more Torpor-styled effects).
At the beginning of your upkeep, you may choose a creature card in your graveyard. If you do, simultaneously exile a creature you control and return the chosen creature card from your graveyard to the battlefield.

My personal name for it is Unchained Tomb, but they decide the name.
For what it's worth, the opposite of evergreen is "deciduous" so I suggest we start using that from now on to refer to shroud, banding, islandhome, etc.
I made a submission tonight. Here's the submission, and my thought process:
"During his or her turn, each player may cast spells from opponent's graveyards as though they were in his or her hand. If a card cast in this way would be put into a graveyard this turn, exile it instead."
I was aiming for something which:
(1) Was a unique effect.
(2) Is potentially very powerful, but not obviously busted so as to ruin standard.
(3) Can be safely cost low enough (2 or 3) to be Vintage-playable.
(4) Powers up a traditionally under-powered archetype (here, non-combo mill).
I was guided in large part by Crucible of Worlds, which accomplished all of these goals.
Is it just me or is it retarded from WotC that they take whole weeks for the vote for Enchantment or Land while we just get three days for the only part that truly matters: Sending in Card Ideas.
I don't understand why they do that. I got a lot of designs for lands, white Enchantments and now... I need to come up with one for a black enchantment in three days...
If they opened this for 2-3 weeks it would be an "insane" number of entries.
Even with just 3 days it will be a ridiculous amount to sort through I am betting at least 2000-5000 entries in 2-3 days maybe more.

Discard two cards: Each opponent discards a card.
Sacrifice two creatures: Each opponent sacrifices one creature.
Pay two life: Each opponent loses one life.
Activate only when you could cast a sorcery.
Could also have any combination of permanent types on it in the same vein.

At the beggining of each upkeep pay half your life rounded down, the search your library for a card with converted mana cost equal or less than the amount of life you've paid and put it into your hand.
I like a lot of what's been said in this thread, and I'd vote for a decent number of them over mine (which I submitted before looking through the thread). Here's my submission, though. I didn't cost/name it, because as I recall, those steps happen later.
Whenever a card is put into an opponent's graveyard, search that player's graveyard, hand, and library for up to three other cards with the same name and exile them. Then that player shuffles his or her library.

If an opponent would draw a card, you lose 2 life instead.
Depending on mana cost this could be extremely good almost borderline broken.
If you gain two life a turn or more, you can turn off a normal draw step which is what most decks have. Even if they are holding a nice draw spell that only hits you one time and then they are stuck. Basically once this comes down the opponent is stuck with what they have in hand if you have constant life gain.
I guess the only "hard" counter to this card besides removal/counter is like stacking mine effects or removing the life gain source obviously, because then you are losing more life each turn.
