It's a 2 mana, instant-speed Time Ebb that can grow in power, and (critically) can be used in response to a fetchland crack or a PtE (or such) to tuck something away for good.
I must disagree with your assessment here; I find Unexpectedly Absent to be much better than Oblation. I would say the odds are very good that it will see some Legacy play.

And it's legacy playable for that reason. This is a 2 mana time ebb on all non-lands at worst and a 2 mana instant speed vindicate at best.

Haha... you're joking, right? Temporal Spring for 2 mana at instant is pretty bonkers, even if it can't hit lands. And if you cast it in response to a fetchland... Trust me. This card will see huge Legacy play, and in Commander it should be equally loved by people who play it and feared by people who face it.

Take a mechanic from the pre-mirrodin era, and a mechanic after the mirrodin era, and create a card that flavorfully melds both mechanics.
