The equipment that has seen play has always been very cheap. Skullclamp, Cranial Plating, the Swords, Runechanter's Pike, Basilisk's Collar. Pretty much all playable equipment costs 2 or less, with the only 3 mana ones being the swords because they have such a ridiculously powerful effect.

Omg your right, its not like you can play a land, tap for 5 mana, equpt the throne to a creature for 3 and then pay 2 mana and tap the creature to give your other creatures a boost and trample and then attack.
Look I'm not saying this card is gonna see tournament play or be the keystone in everyones deck, but what for what it can do it is pretty powerful. Mostly I see this as a finisher in token/ramp decks that can bring out a fatties to boost your field.

Like most, I don't see this as being a very good equipment. I doubt it will see play, but if devotion can stick around then Nykthose can tap for a bunch of mana and make this possibly playable. Outside of devotion, I can't see where this will be used. With Burning-Tree rotating out, I don't know if devotion would even want this either. But at least there is a condition where this could possibly see play.

The closest thing this resembles is craterhoof behemoth, but the thing is, that craterhoof behemoth pumped your mana dorks based on the number of mana dorks you had, not a creatures power, so this actually requires you to have a bunch of mana dorks, and another big dude as well and this can't have it's cost cheated through reanimation. this card just has you begging to be time walked time and time again. In limited, sure, where there is very little mass removal, or even all that much great spot removal, this will be good, but if you think this has any chance in standard, or even block you are crazy.
Actually it resembles Overwhelming Stampede more then Craterhoof Behemoth.
In regards to mass removal, at the moment post rotation the only cheap mass removal are in blue, and it's likely that even if you were able to resolve this, your board state is less likely to be in a favorable enough position to use this.
In regards to post rotation standard or block (especially block), there is literally not enough information to make sweeping statements like "if you think this has any chance in standard, or even block you are crazy.", we only know nine other cards from the set and half of those are lands.

You can roll your eyes all you want...that scenario still assumes you played 2-3 creatures on turns 1 and 2, then played a creature with decent power on turn 3 that you would equip this to, then survive/not lose any creatures on turns 4 and 5 when you are playing/equipping/using this. Achieve all that and you may be able to swing for ~8-12 on turn 5. I appreciate the effort to try and make this look good, but it's ok to admit when a card is just terrible.
This is clearly meant to be an Overwhelming Stampede for any color that you can use late in the game to close things out, hence why everyone is throwing "9 mana" around -- you'll likely play/equip/activate this all in one turn to end the game.

If by doing nothing youn mean setting up the win then yes, I too love doing nothing for 2 turns.
As of right now, my Stoneforge Mystic toolbox in Gahiji only grabs sources of card advantage or lifegain for Archangel of Thune... it doesn't have an actual win-condition if I have a good board. This could very well be it. Consider the roughly-equivalent Sword of the Paruns and it compares pretty well.
Hilarious when played with Bosh, Iron Golem. No other creatures left? BOSH SMASH!
That said, even a 1/1 creature works well with the Throne. Why swing with a 1/1 weenie that's most likely going to get killed when they can sit in a comfy throne and give your bigger creatures +1/+1 and trample? Gives mana dorks some extra functionality as well.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Stop doing this.

Its already here, people just need to find it. I dont think this will deserve a slot in my Blue/red artifact deck but ill very much like the promo for one of my EDH decks. This card will be fun in draft and sealed, and im sure someone will have a use for it in standard, just not in artifacts.

Also, important to point out it's an artifact, If you have plenty of mana, it could be easy to move the artifact on multiple creature to profit from the buff even more.
Edit: You could always use it with Prophet of Kruphix on opponent turn as defensive Trick
I like it for Commanders who would otherwise just sit around for their effect-
It could be good for Momir Vig, Simic Visionary or Jarad, Golgari Lich Lord,
but I don't think those decks have room for something like this.
