I am not at all surprised that treasure cruise was banned in modern and legacy and restricted in vintage, but that does make me wish to ask: had WotC already planned to ban that card when they first printed it, or were they genuinely surprised by its power and prevalence, and made that decision only recently? Why was it not banned in EDH, as well, since ancestral recall is also banned in that format?
Also, I have been wondering for some time: why does only vintage have restricted cards? Every other format either completely allows or completely bans a card, but vintage is the only format that restricts cards; why is that?
The problem with restricts is , you just make the format a lot more random.
The cards are still strong, and by restriction you just run into the "who has the most stupid cards in hand" world, which is not fun, just annoying.
Vintage however, its the spirit of the format to be allowed to play ALL cards in magic and still build a format that works and is not just annoying to play.
Vintage only banns cards that simply dont work in tournaments, like the ante cards or actively provoke wasting tons of time (which again makes tournaments a pain).
That said, theres no reason to restrict a card. If the card is a problem it has to go, and not be restricted to reduce the problem.

EDH has a rather different philosophy for its ban list than the 1v1 tournaments. The main things that get a card banned there are $ cost (but only if the card would be ubiquitously desired) and un-funness (which is subjective). In EDH, Ancestral recall would be a good card that should go in every blue deck (so it would be desired by everyone) but costs $1000+ dollars, so most people wouldn't have access to it. That got it banned at the format's inception. It is not, however, as strong as a bunch of cards that are legal in EDH, like mana crypt or demonic tutor. Same thing with the moxes; they're generally not as good as stuff like crypt and sol ring, but they cost so much that almost noone would have access to them, so they were preemptively banned.
So not only is Treasure Cruise not as good as ancestral recall in several ways, it wouldn't be banned in EDH even if it was a straight up ancestral reprint because its a common that costs like $0.40, so everyone can have one if they want.
