But this template gets around all the mess. Its simply a card with the supertypes "Land" and "Basic", no subtypes, and the rules text "T: Add {<>} to your mana pool". Since theres nothing in the rules to stop a basic land from having explicit rules text, this makes it work just fine- other basic lands like islands and swamps have no rules text, their mana ability is provided implicitly from its subtype, but wastes has explicit abilities like all the other non-basic lands, and the 'basic' supertype.
Just pointing out, it's not confirmed that Wastes will have rules text. That's one possible way to make it work. Another is to add it to the rules that basic lands with no basic land type tap for <>. Or that basic lands named Wastes tap for <>. There are multiple possible ways they could make it work, all of them unconfirmed so far, so it might be a good idea not to say things as though they are facts when they're not. (I'm guilty of this too, but from here on in I'm going to try to make it more clear what is and isn't confirmed.)

They've considered a sixth basic land type (dubbed "Barry's Land") in both Domain blocks, but decided against it both times (and a third time now I suppose). I think you're right about it being a power level thing - it would certainly power up most Domain cards like Tribal Flames (though it actually nerfs Coalition Victory).
Actually powering up Domain was the reason they tried to do Barry's Land in the first place.
The fact that it would change how Coalition Victory (aind similar cards) works is one of the main reasons it was never done. Basically they didn't want people to suddenly have their decks stop working because a single card was released in a set they never heard about.
They have stated in the past that they do not like for cards to care about other cards' names. This is why the Urza lands were given the subtype "Urza's" and "Tower" "Powerplant" and "Mine" so that their rules text looks for cards with that type, not that name. Currently only Legendary permanents and cards which actively seek cards out of opponent's hidden zones (such as Slaughter Games) actually care about names.

Colorless matters isn't a tool that can be used too often. It has far too much mana support for that to happen.
Why not? We already have 2 colorless matters cards and they certainly aren't the cutting edge of power. There shouldn't be any problem unless they print stronger stuff than what they'd print with colored mana. Colorless basically just becomes a 5th "color" when they want that's 100% backwards compatable. Hybrid can't be evergreen because it has very limited design space unlike colorless which can do anything.

Honestly, the list is quite long, I don't see where you're getting that "only legendaries" from. Wizards have no such aversion to referencing names, and if they're about to errata an entire set of colorless mana midblock I think overlooking a minor inelegance in templating to accomplish something mechanically important would be a no-brainer

I guess this new mana symbol in costs can open up some development space (not design, actually). Think about a Sol Ring that costs <> instead of 1, it would be far less broken (this is just an example, it would be broken nonetheless), as you wouldn't be able to cast it with a Swamp...
I'd assume it should be less than 2 weeks for the next official spoiler, possibly even one before the likely Christmas one. With the early release schedule, spoiler season should really be running a couple days after Christmas.

I think that the connection between the symbol and ROE set symbol is deliberate, but it's so obscure (they basically share the same silhouette) that it's an Easter egg, a nod to the first set with true colorless cards, but not something an average player would be expected to "get".
Yeah saw it too. Not sure how I feel about Wastes not being readily available like other basic land types, but he did say we'd have a slew of different ways to generate our colorness mana for limited purposes... so *shrug*.
Regardless, I feel quite pumped for the upcoming spoilers. Although that also makes me a little worried that I'll be disappointed like I was with BFZ.
