I like the Thorn: yeah, it's over-costed for its stats, but it basically replaces itself (unless there are instant "You become the Monarch" cards) and it makes it difficult/costly to become the Monarch the combat way.
Most likely. It probably only has a different wording to make it optional, as it would be a huge double-edged sword with the forced votes imposed with Council's Dilemma.
I feel like it will either be banned out of some formats, or become applicable only when someone plays a card referencing the mechanic. After that, it'll probably bounce around with combat.

So there are two additional voting cards, wonder if a casual Voting deck will be more viable. What would be even better if we get enough voting support would be a voting EDH deck (we need a legend that has one of the voting abilities). Anyways the new voting card is like the representative but with a little more bite (as they represent Marchesa instead of the less hostile Brago).

If yes, we have not seen how. Once someone becomes a monarch, then the title starts travelling around the table. So there will always be someone who draws an extra card.

One interesting thing to note is that ballot broker's additional vote is optional while Brago's Representative's is not. This could lead to some interesting voting politics especially with the new cards that scale in power the more votes that are cast.

There can be no more than one monarch at any time. Whenever a player becomes the monarch, all other players stop being the monarch. If more than one player becomes the monarch simultaneously, all players stop being the monarch instead.
Simple, clean, and it covers all possible situations.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

If somehow two players have a creature with "You become Monarch" enter the battlefield at the exact same time, it'll probably just go to the person who's turn is last of that group. It already transfers to the next person in the turn order if the monarch dies without someone else having killed them.
Unrelated to that, it does say something interesting about Brago that his votes were mandatory, but under Marchesa things aren't...
I don't thinking possible for two players to become monarch at the same time. APNAP would mean that whoever is last in turn order would become the monarch. I.e. if you and I both flash in the Thorn whoever flashed first gets the crown. If there is a creature that makes you the monarch when it dies and we both have one when the board gets wiped then APNAP applies. Say I cast the wrath my triggers go on the stack first, the the next player in turn order and so on. Then the stack resolves. My triggers resolve last so I get the crown.

Ballot broker at common is scary. There will be a lot of votes going around, making those vote cards over-powered and dominating.
Cheap 'You Become the Monarch' seems broken in vintage and legacy. Many decks don't play creatures, so this becomes a free source of CA for no extra mana. If they print a decent one or two-drop with YBtM, it might even get banned?
