The fact that this card isn’t Terror makes me sad. I want that old school Beta Terror in my life. Well I guess I just hold out hope.
While a Terror reprint would be neat, we don't really need it that much. It used to be that Terror was your best bet against green decks or that weirdo who played Eron the Relentless, but with the advent of indestructible, there have been a lot of cheap options against creatures that can laugh off 'destroy' effects. I think the extra B is definitely worth it for the option of targeting black or artifact creatures.

Cheeseburger, french fries, chocolate shake, somebody's mind I's about to take!
They have so many reprint sets coming in the next couple of months that I wouldn't really worry about not seeing Terror or some other low cost card show up in masters 25. I'm more so upset they didn't downshift Hero's Downfall and reprinted that at uncommon, but at the same time that card may actually show up in one of the upcoming standard sets and once Kaladesh -> Amonkhet rotate, that eliminates the need to have to pack an over costed exile effect like Vraska's Contempt.
Part of the game balance issue they have right now in standard is that they made one too many indestructible and hard to deal with threats, and all those threats require some kind of exile effect to effectively remove. In SoI standard there was Declaration in Stone and Anguished Unmaking, which were both better options IMO than Vraska's Contempt due to the higher mana cost. We also had Grasp of Darkness filling in for the poor mans Dismember helping keep hazoret in check.

1. (Ravnica Allegiance): You can't keep a good esper control deck down... Or Wilderness Reclamation... or Gates...
2. (War of the Spark): Guys, I know what we need! We need a cycle of really idiotic flavor text victory cards! Jace's Triumph...
3. (War of the Spark): Lets make the format with control have even more control!
