Pay 1 more over Wrath of God to have the option to get Artifacts and Enchantments? **** yeah. This may be the best of the wraths in the era of "unconditional wraths are 5 mana."
As far as 5 mana wraths go, this is a good one. It's a worthy replacement for Fumigate that trades increased utility for the advantage over aggro decks.
A discrepancy handled by good sideboarding. If the artifact/enchantment half is potent enough to be worth using in the matchup, board out enchantments for this and other removal.

White based control and midrange decks have 7-8 enchantments that they use for removal. Are you saying that half your board will be substitute removal to make up for the lack of removal you'll have to board out? That doesn't make much sense. Most sideboards are niche cards that help against certain match ups, like duress. Also, spot removal is more than adequate when you need to get rid of artifacts or enchantments in standard. In modern, relying on a 5 mana board wipe is certain death.
It's great that the answers are finally starting to match the threats. The pendulum is swinging back in the correct direction and I suspect that once Kaladesh and Amonkhet rotate out, standard will be enjoyable. Bringing back shocklands will give decks the ability to be multiple colors and enable all kinds of cool strategies. Looking forward to how this is going to play out.
Additionally, this is nothing like Austere command and much more in line, as mentioned previously, with an improved Purify.

I like that Wizards is designing more modal cards. That way, the card doesn't end up being a completely dead in certain matches.
It's also cheaper than Austere Command by 1 mana, which sometimes matters in Commander.

It's actually a very worthy stand-in, IMO.
It may be less flexible, but it does the same basic job for one less mana.
