rough translation Isolation Tower Land (Rare) T: Add C. 1, T: Until end of turn, your opponents and creatures they control with hexproof can be targets of spells and abilities as though they didn't have hexproof. Its light reveals enemies and reveals secrets.
At #249 this has the place in the number crunch that was so far believed to be Cinder Barrens.
So, either the count is slightly different or there's not the full set of common duals?
Compared to Arcane Lighthouse this card affects opponents in addition to creatures and doesn't care for Shroud, an ability they did not print on a new card since X years.

The crunch has all 10 taplands based on one allied tapland being confirmed, which is merely a guess/prediction. This at 249 tells us that we´ll get the allied ones, but not the enemy ones.
Edit: The above provides that the true English card name for this card puts it before Cinder Barrens alphabetically. If it does not, it could mean that 248 is also a land, which in turn does not rule out enemy taplands. We´ll know more as soon as we get the English card name for this.
They could be clever and call this "Arcane [something else]" to match Arcane Lighthouse, maybe "Arcane Tower"? Or it might actually just be an Arcane Lighthouse reprint if the translation is rough, but I can totally see them wanting to give EDH players two lands that does this, since they really don´t like hexproof in EDH.
Edit 2: I found the word "shroud" on a Russian card and looked for it on this card. It´s not there. So this is not an Arcane Lighthouse reprint.
That´s not going to cut it. Card names are not translated literally, they get creative. So we don´t know the English name yet, it could literally be a hundred different things.

We haven't had any other Mirrodin-based cards this set, have we?
Diamond Mare, possibly? It´s shiny and it seems to have a hex pattern on its body. Not sure if that´s enough to tie it to Mirrodin, it being a horse surely feels wrong for the plane. I can´t see anything else.

Was just going to post something about that. The architecture is clearly Mirran and not Phyrexian, which makes it interesting that they are still printing new Standard cards with old Mirrodin artwork -- but I suppose there are a lot of "historical" cards in the set, and this could just be one of them.

If we get to see old Tarkir, then pre-Phyrexianization Mirrodin is 100% fair game.

That vegetation and terrain around Diamond Mare are very much non-Mirran.

I can't see why, but this isn't Mirran. Plus, diamond, not silver or steel or platinum or palladium or chrome or any of the other words they overuse on Mirrodin that basically mean "metal" in a Mirran context. Is there a crystal plane we don't know about? Probably.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
It's a shame they didn't include shroud on this. I'll probly just stick to Arcane Lighthouse, rather than one of these (I rarely have a problem in my playgroup where I need to target an opponent who has hexproof themselves).
But it would have been cool to have a definitive upgrade, rather than a 2nd possible land to run if I wanted the similar effect.

It would have been an awfully strange decision for a core set given that shroud has been defunct for years. It would be really odd to see a reference to, not even an actual appearance from, a mechanic that hasn't appeared in standard since Whispersilk Cloak's printing six years ago.

This card's ability doesn't actually target anything. Just makes creatures that shouldn't be targetable targetable.
