This is in the same set as Goblin Electromancer and the same standard as Banefire and Guttersnipe could be a legit-ish storm deck. See if NewNiv can fit to power the draw the deck would need.
Instants and sorceries you play cost 1/3 less to play. We haven't seen fractional mana since unhinged!
And now that made me look up Fraction Jackson again and that flavor text, it isn't a feel-bad card, but it is an "I don't feel so good" card.
Anyway, this card is nice for other reasons. Think about what it can do with Hardened Scales.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I just watched a video of Corbin Hosler playing a Mono-Red Token Combo deck for Modern, and I think one of these in the deck would be really good. Nice way to keep the mana following. The deck has 4 x Reforge the Soul.
Also, how is the “limitation” even relevant? You just take activate the second ability before you cast your next spell.
Pretty relevant. They didn't want it to be a straight up Champion of the Parish type card that becomes a 8/8 before you know it. Wanted to make sure that it could only be a 4/4 maximum. Plus building up the counters for one big turn also limits it's potential a bit. You'll probably find that they added the "has fewer than three +1/+1 on it" after some play testing, and found it too broken just to use as an aggressive beater.
It'll be hard to match the Amonkhet red suite, but of all the cards spoiled so far this one looks the most promising. It has perma-prowess which you can also randomly turn into a +3 mana burst? Even discounting combo potential, that looks quite nuts. Feels like one of those cards which if it costs three mana to cast it's too expensive to really make use of it no matter how powerful it is, but if it costs 2 it's obviously silly.

Since this particular build is light on turn 1 plays I think Llanowar Reborn is a fine bit of spice to get the steam ball rolling on turn 2. This deck looks pretty blistering fast on paper, and a two drop with the flexibility of explosive mana and explosive p/t looks quite at home.
