I agree. The best interpretation I could give is maybe Liliana is in some silvery battle armor rather than it being Elspeth.
Unless you guys are looking at a different image than I am that is CLEARLY Lili. Shoulderless black dress, gold headdress, clearly Lili. Nothing about that hints at Elspeth.
Lower part looks a little like Elspeth, but the head is clearly Liliana's. You can see her golden tiara.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
I think the person below Bolas is sort of a blue-dress-black-dress scenario. If you look for Elspeth, that's what you see. The key here is context. I'd say it's definitely Liliana because we have absolutely no reason to believe that Elspeth has anything to do with the current story. That combined with Liliana's involvement with Bolas and the In Bolas's Clutches vibe I get from his tail coiling around her speaks volumes.

The interesting thing here is that it never really occurred to me that Liliana would be a piece of Bolas' plan. Actually, now that I think about it, the last thing Bolas supposedly does before enacting his plans on Ravnica is yoink Liliana from Dominaria, which I suppose would imply that he was waiting for her to finish off her demons, doesn't it?
Elspeth doesn't make sense and you think they want to Rez her on page, panel, etc. Also Lili makes sense Bolas just grabbed her and she can control Zombies and Bolas has a Eternal Army now. Elspeth isn't a necromancer granted she could come back changed post Theros Underworld

Well, one of them literally becomes available to being killed of a few moments before Bolas claims his Zombie army. If Bolas has planned it like that, then the convenience of that plot element becomes at least somewhat explained.
And as has been pointed out Liliana goes well with a Zombie army, so that makes sense as well. The details might be interesting.

First, the Planar Bridge seems to clearly show Amonkhet. (Obelisk clearly seen in background, sun, etc.) This would imply that the Planar Bridge is moving the Eternal Army to the location (almost certainly Ravnica).
Second, Liliana's posture is the most submissive we've ever seen her. The question of the Chain Veil is pretty important, but it has been made clear that Bolas doesn't really fear it. Whether this is because he is stronger, or because he believes that Liliana could/would not use it against him is unclear.
From this second point and other pieces of information, Jace and Bolas could have a Luke / Emperor conversation and it's totally accurate.
Jace: "Your (Bolas's) overconfidence is your weakness."
Bolas: "Your (Jace's) faith in your friends is yours."
And I'm not calling cliché so much as pointing out that this is truly placed along the epic path. Bolas is supremely confident that he can control the various pieces he has in place, and at this point it is overconfidence. Even Liliana, the piece he has 'greatest' control over, is controlled by an indirect method: her contract. In a deeper sense, by her own psychology. Should Liliana become more afraid of Bolas than her own mortality, she could strike a huge blow against Bolas by simply... breaking the contract.
Anyway, the third point is what's NOT shown: Tezzeret. He controls the Planar Bridge... why isn't he shown? This has a very Grima Wormtongue feel to it, and I could easily see Tezzeret turning on Bolas because he does not get pride of place over Liliana.
Really, though, the focus is likely Liliana. Someone as intelligent as her would immediately realize how she's been played. Not just with the contract itself, but in her actions. If she is as integral to Bolas's plans as I believe, then her use of the Chain Veil and hunting down her demons were... unnecessary. This means that Bolas would have killed all four of them 'for' Liliana if necessary. Which makes all of her 'victories towards self-actualization' hollow if not false. She's been well and truly broken.
