He could say today that a mechanic is at 9, and yet, find it out in the very next day that will become standard legal and viceversa (The madness case is very famous, since it was stated as "8" so as a very unlikely return).
Why so? Because he pretend to not know the future even if he actually know what it is. He do so exactly because we wouldn't rely on his words as a dogma revealed. He would get fired from R&D if he was that linear predictable.
As he said, his Scales are just for fun and entertainment, and we should treat them as such.
Not to mention that the Storm scales changes constantly, which means that what something has a chance for him today, tomorrow could have less or more chances to appear but we will never know until we ask Mark again about that specific topic, so it's even less reliable than it appears. (Proliferate was for example a mechanic that started around 4 in the Storm Scale but didn't appear for 8 years from the first appeareance and then downgrade to 7 through the years, and yet is Standard legal today)

The fact that there is now a first-time instance: a set that will introduce cards to Modern that doesn't introduce new cards to Standard, it would bear clarification on whether this split means "But we're still gonna use the storm scale because that has to date affected our gateway to modern legality as well and we don't want to change that" or "We're going to take advantage of the standard bypass to also bypass the storm scale".
It might be a clarification you assumed, a clarification that seemed likely. But it's a clarification there was value in making. What happened in past sets like Conspiracy or Battlebond was not directly applicable because they didn't affect the modern cardpool. No set ever has, without the standard gateway.
At this moment in time mechanics are either Magic Arena viable, or they dont do them.

Everything less than 11 has a greater or lesser chance to appear in a standard legal set, yes that means that 10's on the storm scale (Banding, and Storm currenrtly) has a chance to appear in a standard legal set, just a very slim one. We just got a 9 (affinity for artifacts) in a standard legal set, so (almost) anything is possible. The lower the number on the storm scale, the more likely it is to appear. Things like Flying, Vigilance, and First Strike are 1's.
But in Auxiliary Sets, such as Modern Horizons and the Commander decks, anything can happen because they are not standard legal. This is how Phasing got a new card in a (fairly) recent Commander deck in the form of Teferi's Protection.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).
Either way, it's not going to live up to expectations. They need to pull out all the stops to make this set remotely worthwhile to buy beyond the first month after release, and they probably won't.
I think a large number of stops will suffice. And I suspect they'll put out a significant amount of stops, also having shown us already that they'll pull out a significant quality of stops.
I assume the set will live up to my expectations, but I am also optimistic that it won't live up to the expectations of the subset of the audience that expects an abolishment of the Reserved List every new set among their more realistic ideas. But I usually feel like unrealistic expecations are adequately rewarded in such cases.

For Standard. Which means that's irrelevant for Modern Horizon, and the only thing matter at that point is that you can code the mechanics for MTGO. (so they can basically do what they want).
I expect to see a handful of cards with notably powerful mechanics. I would expect Dredge, Storm, Affinity, Infect... all of these would like some new toys and this is a good set to bring them back.

I for one would love to see Skyshroud Cutter. After printing Neoform (and not so long ago, Eldritch Evolution) I’m eager to see creatures that really make use of that. Why does Allosaurus Rider have all the fun?

No it would not. It would fix one of the major problems that the mechanic has: Being way to parasitic. MaRo has expressed regret multiple times that it wasn't Splice onto Instant and Splice on Sorcery. It was one of the many power level issues the Kamigawa block suffered from.
