True Siren Stormtamer is a must as it con protect Sephara and also protect you from sacrificing to stuff like Sttle the Wreckage and also counter burn. I would drop Rustwing Falcon as it there are better options now with Spectral Sailor wich ads a pretty good mana-sink, but the most important upside is it having flash, wich allows you to decide if you want to uyes the mana on him or Opt/Counterspells and you can play it at your opponents end of turn, bypassing sorcery removal, so it would be more likely that you can cast Syphara during your next turn.
My List is still in the making but i would go with something like this:
Spectral Sailor sounds great on paper but it just seems to come off as mystic archaeologist I don't think we need mana sinks at all in this deck, but it looks like you have gone down the Curious Obsession road. I'm out on stuff like Spark Double and you don't need all 4 copies of Sephara. Syncopate I'm not sure about, sounds more like a waste of mana than an actual tempo solution as there are way better counter-spells we can use.

But wouldn't you agree that Spectral Sailor is better than Rustwing Falcon?
Flash ist still a pretty good upside when you play instants especially when you have some lords out it can become a pretty good surpise blocker and the mana sink is still a nice bonus even though we might not use it that often.

If your a Curious Obsession deck, then yea. Granted your better off just being MonoU or merfolk if you want to go down that road.

But why would you play Rustwing Falcon over it? In most situations i would always chose flash above 2 toughness instead of one, especially when you want to get out Sephara fast (wich is also why i included Curious Obsessions) and as i said it also bypasses sorcery-removal and lets you chose to play your instants instead, the only situation where the Falcon is better is against mono reds Goblin Chainwhirler or maybe Fanatical Firebrand but i might be missing something.
But you have a point with syncopate, i might play Quench instead.
Playing a lot more 1 mana flyers into this fattie isnt the worst idea in a deck that might protect this with counterspells.
It easily wins the game, when its not killed immediatly (and your small flyers are indestructible too).
So this might very well be a thing for a deck thats mainly blue and splashes white (bunch of cards in White/blue that produce flying tokens, which also goes well with this).

Giant lifelink flyers tend to win the game pretty easily if they are not bombarded by removal.
The ultimate troll move is to play this turn 1 with 4 Ornithopter

In standard there isn't that many 1 mana flyers in blue and the one that is rotates in October. The ones in white aren't super great either. Radiant Destiny is rotating as well....
There is also Rally of Wings but we need a lot of mana for this, roughly 5 mana + 4 flyers to pull off a victory in the same turn?

Otherwise you can bring her out as soon as T3 in Standard with only 2 lands.

T2 - Land + 1cmc flyer + 1cmc flyer
T3 - 1cmc flyer + Sephara, Sky's Blade
Curve should be fairly low - 12 1 drop creatures, hopefully should be more than enough, granted I rarely think we hit the ideal Play Sephara on T3 play.

Ok i tweaked the list a bit to go all in on swarming. Simple but effective: Play many flyers for a fast Sephara or Loxodon or fast damage with the Lord-Effects.
