They serve for different purposes though.
Riptide Laboratory is a way more flexible. You may rescue wizard corresponding to removes, reuse ETB effect during end phase and so on.
Sanctum of Eternity is a (sort of) sorcery speed card. It may not be that great except bouncing one's commander back when it is controlled by opponents.
Does Leadership Vacuum increase the commander tax or does it just go back with the same tax it had before?
This is a really good question. If it increases the tax, the card is super busted, and there needs be a method to lower commander tax.

The commander cost would increase. Command tax doesn't care how/ why the commander was returned to the command zone, it just cares how many times your commander was cast previously and uses that to figure out the tex value

I assumed that's the case but then it's basically a kill spell in blue disguised as an unsummon.
Well i love seeing commander only cards in those suplemental products. We got a fixed Karakas in this land (good for Mangara of Corondor and Mairsil, the Pretender, godo, etc). Also the blue spell is almost a must be in interaction in U control decks.

Both cards are quite good actually, Mairsil likes the Land a lot
I can see it being abusive with generals like Vendilion Clique.

The Sanctum will still function as commanders retain their authority(?) under such condtions, which will be important with morph in the set.
