The power level of this card and some of the other cards we've seen along with Food as a mechanic makes me feel like this set is going to be significantly weaker than what we've seen the last few sets, and an overall trend downwards in power level. It's unfortunate it has to happen with such a flavorful set as this.
Almost modern playable if it wasn’t simétrical on all modes it could be a liliana of the veil (kinda). Looks good with biterblosson too. Hope wotc oficializes a modern brawl, would be fun to build with hin as a commander.
Imo this will only see play in brawl and the RB aristocratis in standard.
Each other player sacrifices a creature and you strangle Rankle out of sheer annoyance.
So, black Faeries will be in Eldraine as well. WUB Faeries likely, then?

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

You're likely just going to be playing it for the body or for some kind of graveyard recursion deck in Standard. This isn't remotely close to Modern playable imo.

If the sacrifice mode had been "sacrifice another creature, each other player sacrifices a creature" then he could be boderline modern playable. If the draw mode was "each player draws a card. Each opponent loses 1 life"(2 life would be better) then again it would be borderline playable. The way it is he/it is not playable, true, but if only one of the effects wasn't totally simetrical then it would have been.
and regarding the first post, saying it is unfortunate that the power level goes down in such a flavorful set. i would say if it has to go down it has to be in a well designed set, so you can still enjoy playing it on a weaker power level.
I don't know. I've been playing a Monoblack midrange deck for months that would love a copy or two of this at least in the board. Versus other midrange decks I could take their last card + sac their beater. I could also use the 3 hasty, evasive damage to knock down a Narset or other annoying walker. I like it. I remember leveraging Akuta, Born of Ash's haste fairly well, too--though this is more like Mirri the Cursed, I suppose, as it also have flying.
How this card works?
You choose any number of one mode? Or you can just choose 1 of each?
If you can choose the same mode multiple times, the card is really good. 3/3 flying haste for 4 is already great (haste is the ability you want in cards when the meta is full of planeswalkers), if it hits the opponent you can wrath the field, empty both hands, or draw a zillion cards (hello narset). Actually if the opponent has less life than you they are just dead (activate the lose 1 life multiple times and gg), so I guess you can just use one of each.

While it's not spelled out, the implication is "choose any number of the below modes 1 time each". I agree it's confusing but based on previous modal spells this shorthand makes (some amount of inelegant) sense.

You can't, otherwise it would be instant win the time you attack with more life than your opponent

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
T2: Dreadhorde Invasion
T4: Rankle, Master of Pranks, attack. Each player sacrifices and discards. You lose the army token.
T6: Liliana, Dreadhorde General. Attack with Rankle and the army. Each player sacrifices and discards. You draw a card for sacrificing your token.
Boom! Nailed it!

At the very least I'm going to try it in my casual Liliana, DHG Oathbreaker deck.
I kinda like him and I'm more critical about power level than most people. It's not going to warp formats but it should do work in casual formats. Black makes good use of sacrificing and discarding so in the right deck the effects won't be as symmetrical as it would first appear.
Yeah, the trick is to build your deck to break the symmetry. Maybe standard will have the tools for this, maybe not. But the power level is there.
Never forget Braids.
Amen. Braids, Cabal Minion has been one of my favorite cards since it came out. I was a hardcore Monoblack control player during Odyssey block. I wish WotC would give me a Standard Stax-like deck, again.
Some of the worst wording on a card in the history of the game. It's like they chopped off a sentence after 'number'
Completely non-intuitive and will cause rules headaches
It's not complicated. Plenty of cards say "Choose one -" or "Choose two -" so I don't see what the issue is. Though "Choose up to three" may have been cleaner.

but in all seriousness he's a flavor homerun too. the shenanigans he can pull in edh just make him obnoxious. it'll be great.
