It makes sense from a gameplay and balance perspective to allow you to pay extra to speed up the hour counter uh... clock, but it feels a little wrong that it's a clock counting the hours with the placement of counters over a period of turns... except if you mess with it. Who's tinkering with the clocks in Eldraine? Can't rely on the time anymore it seems. Kids these days.
What I'm more interested in is that it's a blue mana rock.
Yeah, Narset, Parter of Veils is going to be huge thorn for this card, but Narset also hasn't stopped Hydroid Krasis. Honestly, I'll have to see what Planeswalker removal looks like post rotation because playing around Narset may not be that big of a setback if players figure out how to navigate her and Wizards gives us decent tools to do so.

What? That's the new meme hotness. I'm going to get this up to the 11th hour. I have Narset in play. Then I use either Oko, Exchanger of Clocks or Flip the Script, exchanging my Grandfather Clock for a mana dork with Oko or for food with Role.

its a 3 drop mana rock that taps for blue. neat, but thats not enough to justify the cost. okay...
so i can put counters on it for 2u? but to get to the 12 needed for it to go off i need to dump 36 mana into it... or wait 12 turns. you could use excess mana to dump counters onto it, thats cool i guess... but it also exiles itself. if you've gone infinite you're usually winning already and don't need to dump mana into this. its also in a color that has access to this type of effect in abundance. oh, and it exiles itself so you can't even recur it. even if you have enough excess mana to dump 2 counters on it (6 mana for those counting) that will still take what, 4 turns to go off? its just so slow. sure you can build a deck to dump counters onto it... but then you're building your deck to try and turn something that's hot garbage into being barely playable.

You get counter EVERY upkeep, so 6 turns. Still, nothing special without any proliferate/ramp support.
I don't understand exactly why you'd want to try to cheat this instead of emergency powers (though wilderness reclamation is gonna love it), seems more like something where you play this and leave it out and just spend mana you didn't spend on a counterspell on eot to push it up a little but then get a whole new hand turn 7 or 8 or so. It would be terrible if it was just like, suspend 5, but it's also a mana rock so even the turn you play it you get to leave up spell pierce mana.
It does appear to be the only one-sided Timetwister and you can subsequently get it back with new new Karn, presuming you are in to that sort of thing.
Looks like a fun wacky card to experiment with.

As it is worded, at least if you have an artifact sac outlet you can sac it in response to the ability to shuffle it in with everything else.
