It's certainly not a terrible card, it's got a lot of upsides. And yet, I'm not sure what deck wants it. Maybe a mill strategy since its recursion requires your opponents to have moderately full graveyards?
I think control finisher is still the best place for it. If you're playing control, chances are your opponents will have a lot of cards in their graveyard because they're going to be using a lot of cards that you will end up destroying.
Big side note, hopefully we soon get a Sultai Legendary that cares about the kraken et al. Group, so we can finally start brewing a full encompassing sea creatures deck. Lake of Behemoths or whatever that new set is called is really calling to me, and with the return of Theros you know there will be that sea monsters theme again.
