This will be the new blink utility creature, for those Modern blink decks that have been on the rise. Wizards has really been pushing the blink support recently.
I like this a lot. In commander sometimes you draw all your blink action but not a value creature to blink. This serves a dual role as both for two mana. I want one.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Well well well Flickerwisp still has flying and a better offensive body. This guy tho could be used for humans to reset the mages, get another trigger, keep vials on relevant number of tokens, etc. Also has other great options for modern imo. Mangara of Corondor gets another friend.
I do enjoy a versatile bear. Charming here is quite useful for a Roon deck as it provides a couple of somewhat useful ETB triggers (scry more than lifegain) plus redundancy of flickering effects. He'll always be what you need him to be. An additional trigger for a creature with a powerful trigger, a bit of selection for your next draw, or a small buffer of life (not typically the best of the three, but not without its benefits either, however limited they may be).
