My gut says yes, copies of this spell work fine. The one spell limitation doesn't take affect until the spell resolves, and by time the first(last?) copy resolves all the other copies are already on the stack, you've already cast them, so they shouldn't count against your 1 more spell.
First Dragon Storm-Grab Lathliss, Dragon Queen
Second Dragon Storm-Grab Scourge of Valkas, both Scourge and lathliss Trigger, put lathliss trigger second. 3 dmg from scouge.
Third Dragon Storm- Grab Scourge, token enters first again, 2 scourge triggers 5 dmg each. Total 17 damage so far.
This version needs more than 3 storm counters to win.
Scourge + Scourge + Bogardan Hellkite is 21 damage with 3 storm (without combat phase).
Bogardan Hellkite+ Karrthus, Tyrant of Jund is 17 dmg with 2 storm (and with 3 storm is gg).
Also Rite of Flame and Gitaxian probe are banned in modern and probe is banned in Legacy and even restricted in Vintage.
If you don't care about what format this deck is legal to play with, you can add 4 Lotus Petal for extra speed.
Could maybe use this in standard to power out captive audience on turn 5... not that great. On the other hand this combos with sundering stroke pretty neatly, basically a 2 for 3 on turn 4 (or kill 2 things and send 7 at your Opponent). Can also maybe power out a Colossus Hammer equip turn 5 or even earlier if you have a mana dork or a second ritual in hand.

In all seriousness tho, they don't have to all have different names or anything. Can't we just do it with 4x Bogardan Hellkite like we used to? Like yes your first point is great as a lethal combination with no storm count leading up to the Feat, but in practice I think a deck with Dragonstorm as its win condition won't ever have to worry about getting something like Dromoka involved.

Nope, because Finale requires you to cast the spell it targets. Likewise, Rule of Law also stops the card from working.
This card is probably going to see standard play, if only because a turn 4 Drakuseth, Maw of Flames is a terrifying prospect.
