In standard we already have a 5 mana reanimator card that gives the creature haste. If you want a repeatable reanimator card for EDH you can already use Whip of Erebos, Recurring Nightmare ,Dread Return, Mimic Vat etc. Also the wheel of sun and moon effect is pretty awkward.
